About this opportunity

The United States Space Force Space Operation Command is seeking engineering services for High-Altitude Electromagnetic Pulse (HEMP) Testing and Hardness Sustainment of NORAD and NORTHCOM facilities at Peterson Space Force Base in Colorado Springs, Colorado. The contract requires comprehensive HEMP re-certification testing including Test-Fix-Test (TFT) services, site surveys, enhancements, and Verification/Re-Verification Testing through multiple contract line items covering onboarding, test planning, Continuous Wave Immersion (CWI) Testing, Pulse Current Injection (PCI) Testing, test reporting, and briefings to USSTRATCOM and HEMP Program Management Office. Offerors must demonstrate requisite experience providing similar services to at least two clients within the past five years as a go/no-go qualification requirement. The government will evaluate proposals using a best-value competitive approach based on requisite experience, technical capability across three subfactors, past performance, and price, with technical and past performance factors being significantly more important than price. Proposals are due by 2:00 PM MST on August 28, 2025, with the contract award planned prior to September 30, 2025, and verification testing must be completed by August 2026.

This opportunity is designated as a 100% Total Small Business set-aside under NAICS code 541330-Engineering with a $25.5 million small business size standard, and the contract documents indicate it may also qualify as a Women-Owned Small Business (WOSB) set-aside. The total contract value is $25,500,000 structured as a firm-fixed-price arrangement with delivery deadline of July 30, 2026. No current contractors or incumbents are specifically identified in the solicitation materials. The work will be performed at Peterson Space Force Base (formerly Peterson Air Force Base) in Colorado Springs, Colorado, with some references to Cheyenne Mountain Air Force Base. The solicitation encompasses eight distinct contract line items ranging from initial onboarding and site surveys through final test reporting and stakeholder briefings, representing a comprehensive HEMP testing and sustainment program for critical NORAD and NORTHCOM facilities.
