About this file
Attachment 2 is a Proposal Schedule document for a High-Altitude Electromagnetic Pulse (HEMP) Testing and Hardness Sustainment solicitation for HQ NORAD & NORTHCOM. The document outlines the required proposal structure with five distinct volumes: Cover Letter & Contract Documents, Requisite Experience (GO/NO GO Gate), Technical Capability, Past Performance, and Price.
For Volume II (Requisite Experience), offerors must demonstrate they have provided similar services to at least two clients within the past 5 years. The submission requires an executive summary, detailed project descriptions (including client name, project dates, contract value, services provided, and key personnel), and contact information for client verification. Failure to meet the requisite experience requirement will render the offeror ineligible for award. The technical capability section (Volume III) includes subfactors for HEMP testing, Test-Fix-Test actions, and Authorized Service Interruption, with Volume IV focused on past performance and Volume V on pricing.
