About this file
This document is a Questions and Answers (Q&A) file for a High-Altitude Electromagnetic Pulse (HEMP) Testing and Hardness Sustainment solicitation issued by the Department of the Air Force Space Command. The solicitation (FA251825r0029) is a 100% total Small Business Set-aside for Verification/Re-Verification Testing and Hardness Sustainment at Peterson Space Force Base in Colorado Springs, Colorado.
Key details include confirmation that subcontractor experience will count towards total experience, with FAR subcontracting limitations applied. The Q&A clarifies that the opportunity is not classified under the Military and Aerospace Equipment NAICS code, and instead remains under its current classification. The government plans to award the contract prior to September 30, 2025, with a requirement to complete verification testing by August 2026. An HM/HS plan and topology drawings for the B2 HEMP area have been added as Attachment 7 to the solicitation, providing additional technical documentation for potential bidders.

1) Question: For the subject solicitation, regarding the GO/NO GO Gate, will subcontractor experience count towards the total experience?
Answer: Yes, subcontractor experience will count towards total experience. However, limits outlined in FAR 52.219-14 Limitations on Subcontracting, must be ensured.
2) Question: Can you confirm this opportunity is a Total Small Business Set-aside?
Answer: Yes, this is a 100% total Small Business Set-aside.
3) Question: Engineering Services has an exception that would seem to be more appropriate for this acquisition. Exception 1 under 541330 is specifically for “Military and Aerospace Equipment and Military Weapons” which we think is more appropriate. Is it possible to change that NAICS Code to 541330, Exception 1 with a size standard of $47M?
Answer: The Government considers this as not a weapon or weapon system, and it is not military or aerospace equipment. Additionally, for the Reverification/Verification Testing, it is a pure service and any repair/upgrade/modification to ensure testing outcomes are within MIL-STD would be incidental. Therefore, the Government does not view this requirement as meeting Exception 1 of NAICS 541330.
4) Question: Can bidders obtain a copy of the most current HM/HS plan and Topology Drawings associated with B2 HEMP area; to include all associated external MCS such as SPMs?
Answer: Plan added to solicitation as attachment 7.
5) Question: There is an NLT date of August 2026 to complete verification testing by. Is there an expected date of award or a period of performance identified for the contract?
Answer: Award date will be prior to 30 September 2025.
