• Factor 3: Price- Submit the price proposal IAW the line-item structure listed in the CLIN schedule (attachment 2 and attachment 4) of this solicitation. Price proposals must be FFP. III. The addendum listed below at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021) applies to this acquisition. The evaluation factors to be included are Technical, Past Performance and Price.
ADDENDUM TO FAR 52.212-2: BASIS FOR AWARD
1. This is a competitive best value evaluation, and the Government reserves the right to engage in negotiations.
The Government seeks to award to the responsive, responsible offeror whose proposal is considered to provide the best value to the Government meeting or exceeding contract requirements based upon an integrated assessment of price, technical approach, and past performance. This may result in an award being made to a higher priced offeror where the decision is consistent with the evaluation factors and the evaluation team reasonably determines that the technical superiority of the higher priced offeror outweighs the price difference.
In such cases, an independent integrated assessment of the best value award decision will be made. While the Government’s evaluation team will strive for maximum objectivity, the evaluation process by its nature is subjective. The Government reserves the right to award on an "All or None" basis. Only one award will be made as a result of this solicitation.
2. Proposals that receive an unacceptable rating for technical acceptability will not be considered for award. Furthermore, proposals that do not meet all stated requirements of the solicitation may be considered non-responsive and may not be considered for award.
3. The Government will review all proposals for compliance with this solicitation, to include compliance with all instructions, provisions and clauses, and submission dates.
4. Go / No Go: Requisite Experience: The Government will evaluate offerors' Requisite Experience submissions to determine whether they meet the minimum experience requirements. Offerors must demonstrate that they have "provided services of a similar type and complexity of this requirement outline in the PWS to at least two (2) clients within the past five (5) years".
a. Go: The offeror demonstrates that it meets the minimum experience requirements. The offeror will be considered further for award.
b. No-Go: The offeror fails to demonstrate that it meets the minimum experience requirements. The offeror will be deemed ineligible for award and will not be considered further.
c. Compliant proposals also determined to be a “Go” for requisite experience, will then be evaluated in accordance with the following factors. The relative importance of each factor and subfactor is as follows: Factor 1 – Technical will have the following three subfactors, each with equal importance:
Strategy and Techniques for Military Standard compliant HEMP testing (Subfactor 1), Capability and Strategy for performing Test-Fix-Test actions (Subfactor 2), and Authorized Service Interruption
Why do you have this right here then repeat it below in the addenda (should it addendum?)
(Subfactor 3). When combined, Factor 1 – Technical, including all three subfactors, and Factor 2 – Past Performance/Relevant Experience, are significantly more important than price.
Factor 1: Technical Capability- The proposal will be considered technically acceptable if it meets the specifications in Attachment 1- (PWS) United States Space Force Space Operations Command (USSF SpOC) HQ NORAD & NORTHCOM (N&NC) High-Altitude Electromagnetic Pulse (HEMP) Testing and Hardness Sustainment Version 1. The offeror shall submit a capability statement that addresses how the PWS will be met.
• Subfactor 1: Strategy and Techniques for Military Standard compliant HEMP testing. The Government will evaluate the offeror’s proposed approach and clear understanding of techniques needed for MIL STD Testing and how well it meets or exceeds performance requirements listed within the MIL STD.
• Subfactor 2: Capability and Strategy for performing Test-Fix-Test actions- The
Government will evaluate the offeror’s proposed approach to understanding of, and capabilities needed, to identify and address anomalies through the Test-Fix-Test actions to meet or exceed the MIL STD.
• Subfactor 3: Authorized Service Interruption (ASI)- The Government will evaluate the offeror’s proposed approach to determine how well the contractor understands ASI requirements, including coordination efforts and mitigation strategy for denied Authorized Service Interruption(s). In addition, the Government will evaluate the Offeror’s proposed mitigation strategy and detailed timeline in a Gant chart to meet or exceed PWS requirements in the event of ASI denial until ASI is achieved.
