About this opportunity

Pacific Air Forces seeks to establish multiple-award Blanket Purchase Agreements for comprehensive household furniture and appliance rental services throughout Australia, with quotes due August 27, 2026, at 07:30 AM AEST (extended from August 25 by Amendment 0002, issued August 24). This is full and open competition under NAICS 532210 with no set-aside.

Place of performance covers Queensland and all Australian states and territories, with initial required service hubs in Canberra, Sydney, Brisbane, Darwin, Alice Springs, Perth, Melbourne, Cairns, and Adelaide. Contractors may offer partial geographic coverage and need not price all locations or commodity categories.

Scope includes rental, delivery, in-home assembly, maintenance, and extraction of white goods (refrigerators, washing machines, dryers, dishwashers, microwaves) and furniture (sofas, dining sets, bed frames, mattresses, storage units). All appliances must comply with Australian standards, including 230V/50Hz electrical systems, native AS/NZS 3112 Type I plugs, and Regulatory Compliance Marks. Mattresses and upholstered furniture must be brand new or professionally deep-cleaned and certified pest-free.

Performance standards require three-business-day delivery, 24-hour emergency response for critical appliances, and 48-hour response for non-critical items. Contractors retain title and liability for leased assets; the Government is liable only for damage from gross negligence or willful misconduct. Extraction must occur within five business days of lease termination.

The BPA ceiling is $2,850,000 USD across all award holders combined, with a five-year ordering period. Individual Call Orders at or below $25,000 USD may be placed by Authorized Callers; larger orders require Contracting Officer execution with fair opportunity competition among capable BPA holders.

Pricing must be submitted in Australian Dollars, exclusive of Goods and Services Tax, using Attachment 02 (Price List Template v2). Rates must be firm for one year from award. Evaluation is pass-fail on submission completeness, with price as the sole factor for fairness and reasonableness. All amendments (0001 and 0002) must be acknowledged. Questions were due August 20. Contracting Officers are SSgt Nicholas A. Johnson and SSgt Christian Lau Wong at the US Oversight and Support Group, Canberra.
