Summary

This is a Performance Work Statement (PWS) for a multiple-award Blanket Purchase Agreement (BPA) dated July 27, 2026, establishing terms for household furniture and appliance rental services for eligible U.S. Government personnel occupying residences throughout Australia. The BPA covers Australia-wide rental, delivery, assembly, maintenance, and extraction services for white goods (refrigerators, washing machines, dishwashers, dryers) and furniture (sofas, dining sets, bed frames, mattresses, storage units). Initial required service areas include the Australian Capital Territory and states of New South Wales, Queensland, Northern Territory, Western Australia, South Australia, and Victoria, with target metropolitan and regional hubs identified by geographic coordinates. Contractors are not required to offer complete coverage and may indicate "Not Applicable" for items or regions they do not service. All appliances must comply with Australian standards, including 230V/50Hz electrical systems, native AS/NZS 3112 (Type I) plugs, and the Regulatory Compliance Mark (RCM). Mattresses and upholstered furniture must be brand new or professionally deep-cleaned and certified free of bedbugs and biohazards prior to delivery.

The BPA establishes performance standards requiring three-business-day delivery timelines, 24-hour emergency response for critical appliances, and 48-hour response for non-critical items. The Contractor retains title and ownership of all leased items and is responsible for routine maintenance, repairs, and fair wear and tear at no additional cost. The Government is liable only for damage resulting from employee negligence or willful misconduct. Upon lease termination, contractors must remove all items within five business days. The administrative ceiling is $2,850,000 USD across all BPA holders combined, with individual Call Orders limited to the Micro-Purchase Threshold ($25,000 USD) for Authorized Callers or the Simplified Acquisition Threshold for Contracting Officers. The BPA remains effective for five years from award or until the ceiling is reached. Contractors must submit monthly performance and inventory reports using a provided template and invoices monthly in arrears. Pricing must be submitted exclusive of Australian Goods and Services Tax (GST) on the BPA Price List template, with validity for a minimum of one year from award. The designated BPA Master Administration Point of Contact is indopacom.pcj4.mbx.osg-ausj4@us.navy.mil, with administering Contracting Officers Nicholas Johnson and Christian Lau Wong.

Performance Work Statement (PWS)

For

Household Furniture and Appliance Rental Services Blanket Purchase Agreement (BPA)

Date: 27 July 2026

1. DESCRIPTION OF SERVICES - Vision and Objective

• 1.1. Objective: The objective of this Blanket Purchase Agreement (BPA) is to secure a reliable, outcome-based rental, delivery, assembly, maintenance, and extraction service for household appliances and furniture for eligible U.S. Government personnel occupying residences throughout Australia.

• 1.2. Scope and Nature of Agreement:

• 1.2.1. Statement of Agreement: In accordance with RFO 12.201-1(e)(3)(iv)(A), this PWS establishes the terms for a multiple-award Blanket Purchase Agreement (BPA), wherein the supplier will furnish household and whitegoods rental services, described in general terms, if and when requested by authorized individuals during the specified period of performance and within the stipulated aggregate amount.

• 1.2.2. Government Obligation: In accordance with RFO 12.201-1(e)(3)(iv)(B), the Government is obligated only to the extent of authorized purchases actually made under this BPA. Award as a BPA holder under this PWS is not a guarantee of any order, minimum quantity, or minimum dollar value of business. BPA holders compete for individual Call Orders in accordance with the ordering procedures in Section 8.2.

• 1.2.3. Decentralized Ordering: This is a decentralized BPA. Call Orders may be placed by any Authorized Caller (as defined in Section 2.4) against any BPA holder capable of servicing the required delivery location, without a requirement to route orders through a single central ordering point.

• 1.3. Geographic Scope and Operational Area:

• 1.3.1. Australia-Wide Coverage: This BPA covers rental services for U.S.

Government personnel located throughout Australia.

• 1.3.2. Initial Required Service Areas: Initial required coverage encompasses the Australian Capital Territory (ACT) and the states and territories of New South Wales (NSW), Queensland (QLD), Northern Territory (NT), Western Australia (WA), South Australia (SA), and Victoria (VIC).

• 1.3.3. Key Metropolitan and Regional Hubs (with coordinates): The Government anticipates that BPA holder coverage will vary. To facilitate accurate and localized market pricing, the Contractor shall submit pricing utilizing the designated geographic tabs within the master price list. 3. CORE CONTRACTOR EXPECTATIONS & PERFORMANCE STANDARDS

• 3.1. Deliveries, Installations, and Assembly: Upon acceptance of an authorized BPA Call Order, the Contractor agrees to coordinate all delivery schedules and residence access requirements directly with the Authorized Caller, the designated regional Housing Office, or the administering Contracting Officer. The Contractor must coordinate directly with the designated U.S. Government point of contact (or designated tenant) to schedule access to private residential properties during standard local business hours.

• 3.1.1. Lead Time and Delivery Scheduling:

• (a) The three (3) business day delivery timeline is the Government's standard performance requirement. Upon acceptance of a Call Order, the Contractor is expected to commence delivery of the required items within this period, subject to property access being granted.

• (b) Large Volume Orders: The Government recognizes that orders for multiple items may require delivery over several trips. In such cases, the Contractor must commence the first delivery within the three-business-day window. The schedule for all subsequent deliveries required to complete the order shall be coordinated and agreed upon with the Government point of contact.

• (c) Mutually Agreed-Upon Schedules: If a later delivery date is required due to the availability of Government personnel or property access, a mutually agreed-upon delivery date may be established at the time the Call Order is placed. In such cases, this new date will serve as the official baseline for measuring performance for that specific order.

• 3.1.2. Assembly Requirements: Installation must include unboxing, appliance leveling, utility connections, complete assembly of all furniture (e.g., bed frames, dining tables), and removal of all packaging debris.

• 3.2. Flexible Quantities and Coverage: The Contractor acknowledges that quantities will vary based on incoming personnel.

• 3.2.1. Request Parameters: The Government may request individual items or a group of items. The Contractor is only expected to service delivery addresses that fall within their awarded geographic regions.

• 3.2.2. Partial Catalog Offerings: The Government recognizes that Contractors may specialize in specific commodity categories. Contractors are not required to offer every item type listed in Section 1.4. Contractors shall indicate "N/A" (Not Applicable) on the BPA Price List for any item they do not supply.

• 3.3. Title, Ownership, and Insurance:

• 3.3.1. Title: The Contractor shall retain full title and ownership of all leased items at all times.

• 3.3.2. Liability for Loss or Damage: The Contractor is responsible for all routine loss, theft, or damage to its property, including what is considered "fair wear and tear." The Government is only liable for damage or loss to the Contractor's property in cases where it is legally proven to be the direct result of negligence or willful misconduct by the U.S. Government employee or authorized occupant to whom the item(s) is/are leased.

• 3.3.3. Insurance: The Contractor is responsible for maintaining its own commercial property and liability insurance.

4. MAINTENANCE, REPAIR, AND REPLACEMENT

• 4.1. Standard Maintenance: Upon acceptance of a Call Order, the Contractor agrees to provide all routine maintenance and repair services for the duration of the lease.

• 4.1.1. Fair Wear and Tear: The Contractor shall repair or replace any item that fails due to mechanical defect or "fair wear and tear" at no additional cost.

• 4.1.2. Reporting Flow: All maintenance requests and service scheduling will be coordinated through the designated Government point of contact for that Call Order.

• 4.2. Response and Initial Mitigation Timelines: The Contractor agrees to meet the following timelines, measured in calendar hours from the time the issue is first made known to the Contractor:

• 4.2.1. On-Site Response: The Contractor shall have a qualified technician on-site to diagnose the issue within twenty-four (24) calendar hours for critical appliances (e.g., refrigerators) and within forty-eight (48) calendar hours for non-critical items.

• 4.2.2. Interim Solution for Critical Appliances: If an immediate permanent repair of a critical appliance is not feasible during the initial on-site visit, the Contractor must provide an interim solution (such as a temporary loaner appliance of equal or greater capacity) within the initial 24-hour response window to ensure the resident is not left without an essential service.

• 4.3. Final Resolution and Replacement:

• 4.3.1. Permanent Repair: The Contractor shall complete the permanent repair of the original item as expeditiously as possible.

• 4.3.2. Full Replacement: If a permanent repair is not feasible, the Contractor shall provide a permanent replacement unit of equal or greater quality, and the interim solution (if any) shall be removed.

5. SERVICE EXTRACTION & PICKUP

• 5.1. Lease Conclusion and Retrieval: Upon termination or expiration of the lease/call order, the Contractor is responsible for the disconnection, removal, and haul-away of all leased items.

• 5.2. Pickup Notice: Upon receiving a formal pickup notification to terminate an active Call Order lease, the Contractor agrees to safely disconnect, disassemble, and remove all rented items from the residence within five (5) business days. The Contractor must coordinate property access for retrieval and must leave the residential hookups (water, electrical) in a safe, capped, and secure condition.

• 5.3. Property Protection and Damage Liability: The Contractor shall ensure no damage is caused to the residence (including walls and doorways) during delivery, extraction, or relocation. The Contractor shall be held 100% financially liable for any damage caused to the private residential property (including, but not limited to, scratched floors, dented walls, plumbing leaks, or electrical shorts) caused by the Contractor's personnel during delivery, installation, maintenance, or removal.

• 5.4. Financial Recalculation for Early Termination for Convenience:

• 5.4.1. If a Call Order based on a long-term rate is terminated early by the Government for its convenience, the BPA holder has the right to re-invoice for the services rendered.

• 5.4.2. The final invoice will be recalculated based on the actual duration of the rental, using the higher, applicable short-term (e.g., month-to-month) rate as established in the vendor's master BPA Price List.

• 5.4.3. The Government will be responsible for paying the difference between the amount already paid under the long-term rate and the final recalculated total amount based on the shorter rental term.

6. COMPLIANCE, HYGIENE, AND SAFETY STANDARDS

• 6.1. Electrical Safety:

• 6.1.1. Compliance Standard: The Contractor agrees that all electrical appliances provided under this BPA, whether new or used, will comply with Australian Standard AS/NZS 3760, "In-service safety inspection and testing of electrical equipment."

• 6.1.2. Contractor Certification and Liability: By accepting a Call Order, the Contractor certifies that it has performed its due diligence to ensure all delivered items meet the AS/NZS 3760 standard. The Government does not require the submission of individual test certificates or the physical affixing of a test tag as a condition of delivery acceptance. However, the Contractor assumes full liability for ensuring compliance.

• 6.2. Work Health and Safety (WHS): The Contractor agrees to comply with all regional Work Health and Safety laws while executing accepted Call Orders.

• 6.3. Mattress and Upholstery Hygiene Standard: The Contractor agrees to ensure that all mattresses and upholstered furniture are either brand new or have been professionally deep-cleaned, sanitised, and certified free of bedbugs, pests, biohazards, and odors prior to delivery or relocation. Mattresses must be delivered wrapped in protective plastic.

7. CONTRACT DELIVERABLES, DOCUMENTATION, AND INVOICING

• 7.1. Reporting Requirements: As a condition of maintaining an active BPA, the Contractor agrees to submit all required documentation simultaneously to the relevant ordering activity and the administering Contracting Officers.

• 7.1.1. Monthly Performance and Inventory Report (Attachment 03): The Contractor shall provide a comprehensive monthly report using the template provided in Attachment 03. This report must include a detailed active inventory roster and a full maintenance and repair log.

• 7.1.2. Submission Deadline: This report is due no later than the 10th day of each calendar month for the preceding month's activities.

• 7.2. Delivery and Invoice Documentation:

• 7.2.1. Delivery Documentation: In accordance with RFO 12.201-1(e)(3)(iv)(E), all delivery documents or tickets must contain, at a minimum: the master BPA number, the individual Call Order number, the delivery address, a list of specific items delivered, and a signature block for the resident or Authorized Caller to confirm receipt.

• 7.2.2. Invoice and Payment Instructions: In accordance with RFO 12.201- 1(e)(3)(iv)(F), the following invoice and payment procedures apply:

• (a) Invoice Submission: Invoices shall be submitted on a monthly basis in arrears for all active leases. Each invoice must, at a minimum, cite the appropriate master BPA number and the individual Call Order number(s) being billed.

• (b) Payment Method: The Government will execute payments via the method most appropriate for the vendor and the specific transaction.

Payment methods may include, but are not limited to:

• 1. Government Purchase Card (GPC): For individual Call Orders placed at or below the Micro-Purchase Threshold.

• 2. Electronic Funds Transfer (EFT) / Direct Bank Transfer: For vendors who provide the necessary banking information for direct deposit.

• 3. Wide Area Workflow (WAWF): For vendors who are registered in SAM.gov and capable of processing invoices through WAWF.

• (c) Vendor Information: As part of their proposal, offerors must indicate their preferred payment method(s) and provide all necessary information (e.g., banking details for EFT, CAGE code for WAWF) to facilitate payment.

8. BPA ADMINISTRATION, ORDERING, AND LIFECYCLE MANAGEMENT

• 8.1. No Guarantee of Orders: This is a multiple-award, decentralized BPA. Issuance of a BPA under this PWS does not obligate any funds and does not guarantee any BPA holder a minimum or maximum quantity or value of orders. A BPA holder is not legally obligated to accept every Call Order. Funds and binding contractual obligations are established solely upon the mutual execution and acceptance of an individual Call Order.

• 8.2. Authorized Callers & Ordering Procedures:

• 8.2.1. Authorized Callers: In accordance with RFO 12.201-1(e)(3)(iv)(D), a formal "BPA Authorized Caller List" identifying the specific individuals authorized to place orders under this BPA will be established and maintained by the administering Contracting Officers. This list, which will be provided to all BPA holders upon award and updated as personnel change, constitutes the sole authority for placing orders. The initial authorized individuals will be the warranted Contracting Officers from the OSG-A.

• 8.2.2. Fair Opportunity: For Calls estimated to exceed the micro-purchase threshold, the Authorized Caller will forward the requirement to a warranted Contracting Officer for execution. The Contracting Officer will provide a fair opportunity to be considered to all BPA holders reasonably capable of delivering to the required location — normally by requesting quotes from at least three (3) capable BPA holders, or all capable BPA holders if fewer than three exist for that location — and will award the Call to the quote representing the best value to the Government, considering price and any other stated factors (e.g., delivery timeliness, goods availability). A BPA holder is considered “capable” of servicing a location and goods types for purposes of this paragraph only if that city and goods type appear in its current accepted price list (Section 11); BPA holders that have not priced a given city or goods type are not part of the competitive pool for Calls involving that city or goods type.

• 8.2.3. Exceptions to Fair Opportunity: An Authorized Caller or Contracting Officer may issue a Call Order to a single BPA holder without seeking additional quotes when:

• (a) the Call is at or below the micro-purchase threshold;

• (b) only one BPA holder is capable of delivering to the required location within the time required;

• (c) an urgent and compelling need exists such that seeking additional quotes would cause unacceptable delay; or

• (d) other circumstances otherwise justify limiting consideration in accordance with agency ordering procedures (e.g., a logical follow-on action under the Portability clause).

• 8.2.4. Documentation: The basis for any exception to fair opportunity determination shall be documented in the Call file.

• 8.2.5. Call Content: Each Call Order shall identify, at a minimum: the delivery and return location; the goods type(s) and quantity required; the requested rental period; any special requirements; the Caller's name and contact information; and the applicable BPA and Call Order number.

• 8.2.6. Order Limitations: In accordance with RFO 12.201-1(e)(3)(iv)(C), the dollar limitation for individual purchases under this BPA is tiered. Call Orders at or below the Micro-Purchase Threshold (MPT) of $25,000 USD may be placed by a designated Authorized Caller. Call Orders exceeding the MPT must be executed by a warranted Contracting Officer, and no individual Call Order may exceed the Simplified Acquisition Threshold (SAT) or the remaining ceiling balance of the BPA.

• 8.3. Administrative Ceiling: The cumulative value of all Call Orders issued under this BPA, across all BPA holders combined, shall not exceed the planning ceiling of $2,850,000.00 USD, unless increased by modification. This ceiling is an administrative control and not an obligation of funds.

• 8.3.1. Increasing the Ceiling: The administering Contracting Officer may increase this ceiling at any time, provided the increase remains within the general scope of services, the basis for the increase is documented, and all other agency-level approvals are obtained.

• 8.4. Annual Review and Market Monitoring:

• 8.4.1. Compliance and Review Mandate: In accordance with RFO 12.201- 1(e)(3)(v), the administering Contracting Officer will review each established BPA at least annually to ensure that authorized procedures are being followed.

• 8.4.2. Market and Source Awareness: The Contracting Officer will continuously maintain awareness of changes in market conditions, sources of supply, and other pertinent factors that may warrant making new agreements with different suppliers (on-ramping) or modifying existing agreements.

• 8.5. Period of Performance: This BPA remains in effect for a period not to exceed five

(5) years from the date of award, or until the ceiling established in paragraph 8.3 is reached, whichever occurs first, unless canceled sooner or extended by modification. This five-year ordering period is distinct from the one-year price validity period detailed in Section 11.1.

• 8.6. BPA Holder Responsibilities: Each BPA holder agrees to: maintain a current price list on file; respond promptly to all pricing requests or confirmations; notify the Contracting Officer of any inability to perform or accept an order; and maintain all required licenses and insurance.

• 8.7. Government Responsibilities: The administering Contracting Officer will maintain the roster of Authorized Callers, maintain the official file of BPA holder price lists, and ensure Calls are placed in accordance with the fair opportunity procedures.

• 8.8. On-Ramping of New BPA Holders: The Government reserves the right to solicit and add additional qualified vendors to the BPA pool at any time during the ordering period to improve competition or coverage.

• 8.9. Modification: Changes to a BPA (e.g., price list updates, addition of delivery locations or item types) will be made by modification issued by the administering Contracting Officer.

• 8.10. Off-Ramping and Performance Remedies (RFO 52.212-4): The Government monitors Contractor performance continuously against the Acceptable Quality Levels (AQLs) established in this PWS (e.g., adherence to 3-day delivery windows and 24-hour maintenance response times). If a Contractor consistently fails to meet these performance standards after accepting Call Orders, the Contracting Officer reserves the right to invoke formal remedies, including the temporary suspension of the Contractor's eligibility to receive new Call Orders (Off-Ramping) or the complete termination of the Contractor’s master BPA for cause.

• 8.11. Contracting Officer Succession and Duty Transfer: Over time, the administering Contracting Officers for this master BPA may change due to standard personnel rotations. The outgoing Contracting Officers shall formally transfer BPA administration duties via a formal Appointment/Delegation document, which shall be provided to all active Contractors.

• 8.12. BPA Master Administration Point of Contact: The designated organizational mailbox for all master BPA administration is: indopacom.pcj4.mbx.osg-aus-j4@us.navy.mil. The current administering Contracting Officers are Nicholas Johnson and Christian Lau Wong.

9. PORTABILITY OF LEASED ASSETS (RELOCATION)

• 9.1. Relocation Right: The Government retains the right to relocate actively leased items between residences to maximize cost efficiencies.

• 9.2. Relocation Execution: Upon receiving and accepting a Relocation Call Order, the Contractor agrees to disconnect, transport, and reinstall the actively leased items from a departing employee's residence to a newly designated residence.

• 9.3. Lease Continuity: The original lease term and rate for relocated item(s) shall remain intact. The Government will only be invoiced for the one-time "Relocation Fee" from the Price Matrix.

10. CONTRACTOR POINTS OF CONTACT AND COMMUNICATIONS

• 10.1. Point of Contact Requirement: To ensure continuous, effective communication, the Contractor must establish and maintain designated primary and after-hours points of contact (POCs) specifically authorized to interface with Authorized Callers regarding all active and pending rentals.

• 10.2. Minimum Information Requirements: Within five (5) days of award, the Contractor shall submit to the Contracting Officers the names, addresses, phone numbers, and hours of operation for their designated POCs.

• 10.3. After-Hours Emergency Communications: The Contractor must maintain a reliable protocol for urgent, after-hours requests to meet the 24-hour emergency response standards.

11. PRICE LIST REQUIREMENTS AND ADMINISTRATION

• 11.1. Price List Validity and Updates:

• 11.1.1. Baseline Validity: All pricing submitted and awarded under this BPA is considered valid for a minimum of one (1) year from the date of award.

• 11.1.2. Annual Review: The administering Contracting Officer will review each BPA holder's price list for continued fairness and reasonableness at least annually.

• 11.1.3. Contractor-Initiated Price Changes: Should the Contractor's commercial rates change at any time, they are required to immediately notify the administering Contracting Officers in writing within forty-eight (48) hours of the change.

• 11.1.4. Government Acceptance Required: No price change, whether submitted during the annual review or as a contractor-initiated update, shall take effect until the Contracting Officer has formally reviewed, accepted, and incorporated the revised pricing into the BPA via modification. Until such a modification is executed, the previously accepted prices remain in full effect for all new Call Orders.

• 11.2. Required Content: The price list, using the BPA Price List template (Attachment 02), shall separately identify: rental rates; and standard, flat-rate delivery and assembly fees; and any optional after-hours or weekend delivery surcharges for each specific geographic area the Contractor proposes to service.

• 11.3. Basis for Award: Submitted price lists becomes part of the BPA and are the basis for all price reasonableness determinations and Call awards.

• 11.4. Partial Coverage Permitted: A BPA holder is not required to price every geographic tab, household item, or white goods type listed in Attachment 02. For any rows, items, or entire geographic tabs not being offered, the Offeror may either clearly mark them as “Not Offered” or leave them blank. If left blank, the Government will interpret the item or area as "Not Offered."

• 11.5. Expansion of Coverage: A BPA holder may expand its service coverage by submitting a revised price list for review and acceptance.

• 11.6. Tax Application and Invoicing:

• 11.6.1. Base Pricing: All proposed pricing must be submitted exclusive of the Australian Goods and Services Tax (GST).

• 11.6.2. Invoicing for GST: The Contractor is authorized to invoice for applicable GST in accordance with Australian law. To facilitate prompt payment, any invoiced GST should be displayed as a separate line item.

12. SECTION 889 REPRESENTATION AND COVERED TELECOMMUNICATIONS EQUIPMENT

• 12.1. Compliance Representation: This acquisition is subject to the requirements of RFO 52.240-90, Covered Telecommunications Equipment or Services— Representation, and RFO 52.240-91, Covered Telecommunications Equipment or Services—Definitions. By submission of an offer, the offeror is representing its compliance with these clauses as detailed in the Provisions and Clauses section of the main solicitation document.
