Summary

This document is a Request for Information/Questions and Answers for Solicitation RFQ FA523426Q0019, issued on August 20, 2026, for Household and Whitegoods Rental Services. The Q&A addresses clarifications across multiple solicitation documents including the Combo Solicitation Document, Performance Work Statement (PWS), and BPA Price List. Key clarifications include: pricing submissions in AUD (FAR 52.214-35 removed); Southern Australia now included in service areas per PWS Section 1.3.3; delivery, installation, and assembly fees structured as "Per Delivery Event" regardless of item quantity; rental period options standardized to month-to-month, 6, 12, 18, 24, 36, and 48 months; and three business day delivery timelines measured from call order placement. The document confirms electrical testing requirements under AS/NZS 3760 as performance-based standards for factory-new, RCM-compliant appliances, and maintenance response times measured in calendar hours (24 hours for refrigeration, 48 hours for non-critical items).

The Q&A also addresses pricing validity as firm for a minimum of one year from BPA award with annual review options, with corrections made to align Attachment 02 and geographic tab certifications. Government liability limitations are clarified in PWS Section 3.3 regarding loss, theft, or damage to leased items except for proven gross negligence or willful misconduct. Regarding anticipated volumes and geographic coverage, the Government confirmed this information is not currently available; however, the Perth service area means the Perth metropolitan area with optional surcharges for deliveries exceeding 50 kilometers. Household requirements vary based on personnel needs, and the Government may request individual or group items from the price list rather than complete household packages.

Solicitation RFQ: FA523426Q0019 Requirement: Household and Whitegoods Rental Services Date: 20 August 2026

Request for Information / Questions and Answers

Combo Solicitation Document:

1) Submit Attachment 02 pricing in AUD, as instructed by the Price List Template or Convert all proposed pricing to U.S. Dollars (USD) in accordance with FAR 52.214-35?

a) This clause has been removed from the solicitation document. Please see Combo Solicitation Document, section Evaluation of Foreign Currency Offers.

Performance Work Statement Document:

2) Southern Australia is not on the pricelist nor in the PWS. Can this be included?

a) Please see updated language on section 1.3.3.

3) If a Call Order is placed using a discounted longer-term monthly rate but is terminated before the nominated rental period expires, will the Government remain responsible for the committed rental period, or may the applicable monthly rate be recalculated to reflect the shorter period?

a) Please see updated language on section 5.4 of the PWS.

4) The Price List requests a flat delivery, installation and assembly fee within 50 kilometres, followed by a surcharge per additional kilometre. May we instead provide fixed delivery charges based on defined distance zones or locations? If the per-kilometre format must be used, could you please confirm the central point from which the 50-kilometre radius is to be measured for each geographic tab?

a) Yes. The PWS has been updated to reflect this change in section 1.3.3

5) Section 9.3 of the PWS currently refers to the original “weekly rate” remaining intact following relocation. Could you please confirm that this will also be amended to refer to the original monthly rate?

a) Yes, this is correct. The PWS has been updated, please see section 9.3

6) The PWS states that the Government assumes no liability for loss, theft or damage to leased items except in cases of proven gross negligence or willful misconduct. Could you please confirm whether a contractor may include charges for loss or damage beyond fair wear and tear in an individual Call Order?

a) See section 3.3 of the PWS, it has been updated to clarify

7) Delivery Timelines: Please clarify whether the three-business-day delivery requirement applies uniformly across all Call Orders regardless of size, or if individual Call Orders will specify tailored delivery schedules based on order volume or preferred delivery dates.

a) The three (3) business day delivery timeline outlined in PWS Section 3.1.1

8) Electrical Testing: Must factory-new, RCM-compliant appliances also be tested and tagged under AS/NZS 3760 before delivery? If so, please confirm the required evidence and whether a current test tag must be physically affixed to each appliance

a) The requirement outlined in PWS Section 6.1 is a performance-based standard.

9) Loss, Damage, and Insurance: Please clarify the responsibility for loss, theft, or damage to contractor-owned items caused by residents or third parties, and specify any minimum insurance types or coverage limits required for BPA holders and their subcontractors.

a) Please see section 3.3 of the PWS

10) Maintenance SLA: Please clarify whether the 24-hour (refrigeration) and 48-hour (non-critical) maintenance response times are measured in calendar hours or business hours (excluding weekends and Australian public holidays). Additionally, if an item cannot be repaired onsite, what is the required timeline for delivering a replacement unit once the onsite repair attempt is deemed unfeasible?

a) The response times are measured in calendar hours from the time of notification.

Also please see section 4.2 of the PWS.

BPA Price List Document:

11) The BPA price list instructions and tabs rental periods do not match, currently the instructions ask for monthly rates, while the tabs ask for weekly rates.

a) This language has been clarified and updated with more precise rental periods such as month-to-month, 6 Mo, 12 Mo, 18 Mo, 24 Mo, 36 Mo, 48 Mo.

12) Southern Australia is not on the pricelist nor in the PWS. Can this be included?

a) Yes, the price list has been updated to reflect this as well as the PWS document section 1.3.3.

13) Where an individual Call Order contains only one item, does the standard delivery, installation and assembly fee shown as “Per Household” still apply in full to that Call Order, regardless of the number of items ordered?

a) Yes. The line item has been updated on the BPA Price List from “Per Household” to “Per Delivery Event.” This is a single, flat-rate fee that applies to each distinct delivery and installation trip to a single residential address, regardless of the quantity of items delivered during that trip. If a single Call Order requires multiple, separate delivery trips on different days (e.g., due to the volume of items), a separate delivery fee would apply to each trip.

14) Price Validity Period: There appears to be an inconsistency regarding price validity duration—Attachment 02 specifies that proposed rates remain firm for one year, whereas the geographic tab certifications reference rates remaining valid for the entire ordering period. Please clarify if accepted BPA rates are firm for 12 months and eligible for annual price revisions, or if pricing must remain fixed for the full multi-year BPA ordering period

a) Thank you for identifying this discrepancy. The intended price validity period is for one year, with the option for annual review. The Acknowledgment and Certification block on the BPA Price List (Attachment 02) has been corrected to align with this. All pricing submitted shall be considered firm for a minimum of one (1) year from the date of BPA award, after which it is subject to annual review and formal modification by the Contracting Officer, as detailed in PWS Section 11.1.

Questions on the requirement itself

1. Anticipated Perth volumes

Could the Government please provide any available estimates regarding: The expected number of concurrently active households in Perth; The anticipated peak number of concurrently active households; The expected number of households within the 1–12 month rental category; The expected number of households within the 13–35 month and 36-plus-month categories; The number of new household installations that might typically be required in a single week or month; Whether arrivals and installations are likely to occur progressively or in larger groups; Any historical usage information or forward personnel-arrival forecast available for Perth?

a) As of right now this information is not known, however the rental periods have been updated. Please, see above BPA Price List question #10

- The typical notice period expected before an installation is required?

a) Typical notice period is not available as this is a new requirement, however after the call order has been placed (contract/paid for services) please refer to PWS section 3.1.1.

3. Geographic coverage

Does the Perth service area mean the Perth metropolitan area, or should suppliers anticipate requirements elsewhere in Western Australia?

a) Correct this means the metropolitan area, however, if you can service a wider radius you may include so in the appropriate section (Surcharge for Delivery > 50 km) and at what rates, this can also be added in the comments to specify up to what Km radius and specify what outer areas. Refer to the coordination location on the PWS section 1.3.3.

4. What are some of the typical household requirements?

a) It is based on the personnel needs and what the home already provides. However, the requirements can vary. The language in the PWS has been updated to reflect the Government may request individual or group of items from the price list for the specific item(s) and location(s) instead of household packages.
