About this opportunity

The National Geospatial-Intelligence Agency (NGA) is seeking technical expertise and services to maintain, develop, implement, sustain, and modernize software supporting mission-critical capabilities for The Globe and GEOINT Search and Retrieval (GSR) systems. This pre-solicitation represents a consolidation of two legacy contracts: Agile Web Presence II (AWPII) and Yorktown II (YTII). The agency requires contractors to provide comprehensive software maintenance, content management, systems engineering, and DevOps support across multiple security domains including Unclassified, Secret, Top Secret/SCI, and Stone Ghost. Potential contractors must be able to obtain Top Secret/Sensitive Compartmented Information (TS/SCI) clearances, with personnel potentially subject to counterintelligence polygraph examinations. The RFI requires interested contractors to submit a 6-page white paper by June 30, 2025, addressing specific technical capabilities including DevOps integration, continuous delivery, AI implementation, and user experience improvements.

The contract is not designated for any specific set-aside and will be categorized under NAICS code 541511 for Custom Computer Programming Services. The planned contract is structured as a 5-year effort starting May 2027, with a base year and four option years. While specific award values are not explicitly stated, the contract will require significant technical capabilities, including maintaining 95% software configuration accuracy, implementing agile development methodologies, and ensuring stringent cybersecurity standards. The scope encompasses two primary systems: The Globe (an online geospatial knowledge platform) and GEOINT Search and Retrieval (GSR), with performance requirements including 90% completion of planned user stories per sprint, zero critical security vulnerabilities, and 90% automated test coverage. Contractors must align with NGA's emerging "Software Way" standards and support continuous system modernization across complex intelligence technology environments.
