About this file

This Performance Work Statement (PWS) details the National Geospatial-Intelligence Agency's (NGA) requirements for software maintenance, content management, and systems engineering services for the Globe IT system under the Holmes contract. The task order covers a base year with four one-year option periods and an additional six-month extension, focusing exclusively on The Globe system. Key performance objectives include maintaining 95% accuracy of software configuration items, providing rapid outage notifications within 30 minutes, ensuring 90% completion of planned user stories per sprint, and meeting stringent cybersecurity standards such as zero critical and high-level security vulnerabilities in deployed code.

The PWS establishes comprehensive performance measures across multiple domains, including knowledge management, software maintenance, test automation, and code quality. Specific requirements mandate 90% automated test coverage, zero linting errors for new code, and full compliance with NGA Information Assurance Vulnerability Assessments and Security Technical Implementation Guides. The contractor must implement an agile methodology, prioritize features during Program Increment planning, and adhere to NGA's emerging "Software Way" standards that emphasize secure, well-tested, and efficiently managed software development processes.
