About this opportunity

The Department of the Interior Bureau of Land Management New Mexico Region seeks vault toilet pumping services at the Alpine Loop Back Country Byway in Colorado, with quotes due September 14 at 10:00 AM Mountain Daylight Time. This is a total small business set-aside designated as women-owned small business (WOSB) at 100 percent.

Place of performance is Colorado. The contractor will service 13 vault toilet locations, pumping waste when vaults exceed 750 gallons capacity, with an estimated annual requirement of 10,000 gallons per year. The base period runs October 1, 2026 through September 30, 2027, with four one-year option periods. Services include waste removal and proper disposal at state-designated wastewater treatment facilities, vault cleaning and pressure washing, installation of 50 gallons of water post-cleaning, vault inspection and maintenance, removal of surrounding debris and spillage, and submission of detailed pumping reports with each invoice and a final assessment report. The contractor must respond to service requests within five business days of notification and coordinate scheduling 72 hours before service dates.

The contract is firm-fixed unit price based on the per-gallon rate established in the price schedule, with payment only for actual gallons pumped. The NAICS code is 562991, Septic Tank and Related Services, with a $9.0 million size standard; PSC code is S222, Housekeeping–Waste Treatment/Storage. Evaluation criteria are technical capability, past performance (graded as acceptable or non-acceptable), and price. Offerors must receive "acceptable" ratings on all non-price factors to be eligible. Award will be made on an all-or-none basis to the responsible offeror providing the best value. Quotes must be submitted via email to lashondra_hubbard@ios.doi.gov and remain valid for 60 calendar days from the offer due date. Amendment 0001, effective September 3, converts the contract type to firm-fixed unit price and adds the four option years.
