About this file
This document is a Standard Form 30 amendment to solicitation 140L1726Q0063, a small business set-aside Request for Quote for vault toilet pumping services issued by the Bureau of Land Management (BLM) Gunnison Field Office in Colorado. Amendment 0001, effective September 3, 2026, updates the Performance Work Statement, adds four option years, revises the price schedule, converts the contract type to firm-fixed unit price, and updates applicable clauses.
The requirement is for commercial vault pumping services at the Alpine Loop Back Country Byway, a heavily used backcountry recreational area. The contractor must service 13 vault toilet locations, removing waste when vaults exceed 750 gallons capacity, with an estimated annual requirement of 10,000 gallons per year. Services include waste removal and proper disposal at state-designated wastewater treatment facilities, vault cleaning and pressure washing, installation of 50 gallons of water post-cleaning, vault inspection and maintenance, removal of surrounding debris and spillage, and submission of detailed pumping reports with each invoice and a final assessment report. The contractor must respond to service requests within five business days of notification and coordinate scheduling 72 hours before service dates. The base period runs from October 1, 2026 to September 30, 2027, with four one-year option periods. The contract is firm-fixed unit price at the per-gallon rate established in the price schedule, with payment only for actual gallons pumped. Award will be made to the responsible offeror whose offer is most advantageous based on technical capability, past performance, and price, with offerors required to receive "acceptable" ratings on all non-price factors to be eligible. Quotes must be submitted by email to lashondra_hubbard@ios.doi.gov and remain valid for 60 calendar days. The NAICS code is 562991 with a $9.0 million size standard.

Reporting System, as well as other sources of information. The contractor must adequately address any past terminations for default in terms of cause, corrective action, and internal efforts to remediate future risk of reoccurrence. Failure to address Terminations for Cause/Default may result in disqualification. Past performance will be graded on an
Acceptable or Non-Acceptable basis.

To be eligible for award, offerors must receive a rating of “acceptable” in every non-price factor/sub-factor.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
