The National Park Service Southeast Region seeks quotations for invasive and nuisance plant control services at Everglades National Park's Hole-in-the-Donut area in Homestead, Florida, with proposals due June 26, 2026, and questions due June 12, 2026. This is a 100% small business set-aside under NAICS 541620 with a $19 million size standard. A mandatory site visit is scheduled for June 11 at 9:00 AM ET at the Daniel Beard Center, and Amendment 0001 adding a Questions and Answers attachment was issued June 15.
Place of performance is the HID Mitigation Bank at Everglades National Park in Homestead, Florida. The contract spans July 15, 2026, through April 15, 2027, with mandatory project work commencing December 1, 2026. The solicitation encompasses three line items: HID Cattail Treatment (208 acres), HID Mound Treatment (approximately 228 acres across eight mounds), and HID Willow Treatment (54 acres). All three tasks will be awarded to a single contractor. Work requires treatment of invasive species including Brazilian pepper, shoebutton ardisia, lantana, Burma reed, and Typha and Salix species using approved aquatic herbicides. The contractor must achieve a minimum 95% effectiveness rate and provide daily progress reporting with GPS tracking in UTM-North 17 coordinates, NAD-83 datum. Willow treatment is recommended during the dry season from mid-November through mid-April. Helicopters are permitted for material transport and crew support with environmental compliance review; manual carts may be used in agricultural ditches; airboats and track vehicles are prohibited.
The contract will be firm-fixed price. Offerors must maintain liability insurance of $100,000 per person / $500,000 per occurrence / $500,000 property damage, be registered in SAM.gov with an active UEI, and submit invoices through the Treasury's Invoice Processing Platform. Evaluation criteria are Technical Capability, Past Performance (minimum three references within five years), and Price, with non-price factors considered equal to or more important than price. Award is anticipated on or before July 15, 2026.
