About this file

This is a Questions and Answers document for federal solicitation Sol 140P5426Q0019 Amendment 0001, addressing contractor inquiries regarding a willow treatment project.

The document clarifies operational and logistical requirements for the contract work. The proposal due date has been extended by one week. Contractors are permitted to use helicopters for transporting and staging supplies such as water, herbicide, and tools to the willow treatment site, as well as to land on mound 5 for crew support and material transportation; however, environmental compliance review is required due to the site's designation as "potential wilderness" by the National Park Service. Manual pull-behind carts may be used in agricultural ditches to transport materials, though not in restored areas. Airboats and track vehicles are prohibited due to insufficient water depth and regulatory restrictions against leaving large trails in the protected area. All three contract tasks will be awarded to a single contractor based on best value to the Government, with evaluation criteria of Technical Capability, Past Performance, and Price, where non-price factors are considered equal to or more important than price. The recommended willow treatment start date is the dry season from mid-November to mid-April, which allows sufficient time for environmental compliance processing. Contractors must provide the Government with specific information regarding helicopter staging area locations and landing area sizes for mound 5.

Sol 140P5426Q0019 Amendment 0001 Attachment 0004- Questions and Answers

1. Can you please extend the due date by 1 week?

Yes

2. Are we able to utilize helicopter sub-contractors to transport/stage supplies such as water, herbicide, and other tools closer to the willow treatment site?

Yes, you can use a helicopter to transport/stage supplies to the willow treatment site. I will need to do environmental compliance for helicopter usage because the HID is considered "potential wilderness" by the National Park Service. Since the recommended start date for willow treatment, as written in the SOW, is the dry season (mid-November to mid-April), this should allow for sufficient time to see the compliance through on my end. Contractor will be alerted once compliance is finalized. We will need to know the location of the staging area(s).

3. Are we able to use a manual pull-behind cart to move items closer to the willow treatment site. like a beach cart with large tires?

Yes, you can use a manual pull-behind cart to transport/stage supplies closer to the willow treatment site. The cart should be used in the agricultural ditches to transport material and not in the restored areas.

4. Due to the remote setting up of the willow treatment unit are we able to land a helicopter on mound 5 to support crews for safety reasons and transportation of materials.

Yes, you can use a helicopter to transport/stage supplies on the '05 mound. We would need to know the helicopter landing area size needed for the '05 mound.

5. Can we utilize an airboat or track vehicle be used to access the willow treatment unit support crews for safety reasons.

No, there is not enough water to support an airboat in HID. Additionally, an airboat and track vehicle would leave large trails which the HID cannot have, both from a regulatory permitting standpoint and because the HID is considered "potential wilderness" by the National Park Service.

6. Will all 3 tasks be awarded to 1 contractor with lowest combined quote?

All three tasks will be awarded to 1 contractor. As is written in the request for quotation, "The Government intends to award a contract to the proposer responsible whose proposal represents the best value to the Government, considering the following evaluation factors:

Technical Capability, Past Performance, and Price. Non-price factors, when combined, are considered equal to or more important than price.
