The Government will evaluate quotes in groups of three starting with the lowest-priced quotes and will proceed upward until an awardee is selected. The contract will be firm-fixed price. Offerors must be registered in SAM.gov with an active Unique Entity Identifier (UEI), maintain liability insurance of $100,000 per person/$500,000 per occurrence/$500,000 property damage, and submit payment invoices through the Treasury's Invoice Processing Platform (IPP). All-Terrain Vehicles (ATVs) are prohibited; Utility Terrain Vehicles (UTVs) are permitted.

I. DESCRIPTION
THIS IS A NOTICE OF INTENT FOR REQUEST FOR QUOTE. This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number 140P5426Q0019 is issued as a request for quote (RFQ) for invasive and nuisance plant control for Hole-in-the Donut (HID) willow, mound and cattail treatment in Everglades National Park in Homestead, FL.
This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
This requirement is a 100% total small business set-aside. The associated NAICS code is 541620- Environmental Consulting Services. The small business size standard is $19 M. Provisions and clauses are incorporated in this solicitation document.
Anticipated Award Date: on or before 07/15/2026 with an effective date of 07/15/2026, however, please read the SOW carefully as some of the projects must be performed after 12/01/2026.

GENERAL INFORMATION:
This solicitation is a Request for Quote (RFQ) Solicitation issued on Standard Form (SF) SF18. Award of this contract will be made according to FAR Part 12 Acquisition of Commercial Products and Commercial Services. All references to “proposal” in this solicitation shall be understood to mean “quotation.”
Quotations shall be evaluated in an impartial manner and consideration given to those with the highest perceived value to the government.

IV. DESCRIPTION OF REQUIREMENT(S)
Independently, and not as an agent of the Government, the contractor/vendor shall furnish all labor, materials, and equipment necessary to provide invasive and nuisance plant control in Everglades National Park.
Please see attached Statement of Work and other supporting documentation for details outlining additional pertinent information about this requirement.

52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (Feb 2016) (DEVIATION May 2026)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

Completed Provisions in this solicitation as applicable
Provide Technical Capability / Past Performance- Provide a technical capability narrative demonstrating the Offeror’s experience, qualifications, and capability to successfully provide all labor, materials, equipment, supervision, transportation, and qualified personnel necessary to perform the invasive and nuisance plant control services identified in the SOW. The submission shall address the evaluation criteria identified under Factor 1 – Technical Capability, including:
Experience performing similar invasive and native nuisance vegetation management, environmental restoration, habitat maintenance, ecological preservation, or land management projects in South Florida or similar environmentally sensitive areas;
Qualifications, certifications, and experience of key personnel proposed for the project. An organizational chart identifying key personnel shall be provided;
Demonstrated understanding of the project requirements, site conditions, environmental considerations, and applicable regulations;
Technical approach and methodology for invasive and native nuisance species treatment, removal, disposal, monitoring, and prevention of regrowth;
Proposed equipment, materials, herbicide application methods (if applicable), and safety procedures;
Project management approach, including scheduling, quality control, communication procedures, and ability to respond to changing field conditions; and Methods for minimizing impacts to natural resources, cultural resources, visitors, and surrounding vegetation during contract performance.
If subcontractors are proposed, the Offeror shall clearly identify the subcontractor(s), the portion of work to be performed, and how the subcontractor(s) will support successful contract performance. The Government may evaluate the experience, qualifications, certifications, technical capability, past performance, and relevant experience of subcontractors to the same extent as the prime contractor for the work they are proposed to perform.
Provide a minimum of three (3) recent and relevant past performance references for projects/services similar in size, scope, complexity, and environmental sensitivity

References shall support the evaluation criteria identified under Factor 2 – Past Performance and should demonstrate successful performance related to invasive vegetation management, environmental restoration, habitat maintenance, or similar land management services.
Past performance references shall include:
Project title;

The Government intends to award a contract to the responsible offeror whose proposal represents the best value to the Government, considering the following evaluation factors:
Factor 1 – Technical Capability
The Government will evaluate the offeror’s demonstrated capability to successfully perform invasive and nuisance plant control services of similar scope, complexity, and environmental sensitivity. Evaluation considerations include:

• Qualifications, certifications, and experience of key personnel proposed for the project; An organizational chart shall be provided identifying key personnel.
• Demonstrated understanding of the project requirements, site conditions, environmental considerations, and applicable regulations;
• Technical approach and methodology for invasive and native nuisance species treatment, removal, disposal, monitoring, and prevention of regrowth;
• Proposed equipment, materials, herbicide application methods, and safety procedures (including safety data sheets);
• Project management approach, including scheduling, quality control, communication procedures, and ability to respond to changing field conditions;
• Ability to minimize impacts on natural resources, cultural resources, visitors, and surrounding vegetation during performance.
If the offeror intends to utilize subcontractors for any portion of the work, the proposal shall clearly identify the subcontractor(s), the portion of work to be performed, and demonstrate how the subcontractor will support successful contract performance. The Government may evaluate the experience, qualifications, technical capability, certifications, past performance, and relevant experience of subcontractors to the same extent as the prime contractor for the work they are offered to perform.
Factor 2 – Past Performance
The Government will evaluate the quality, relevance, and recency of the offeror’s past performance (at least 3 references in the past 5 years) on contracts or projects of similar size, scope, and complexity. The evaluation may consider information obtained from submitted references, Government databases, and other available sources.
Evaluation considerations include:
• Quality of work performed, including effectiveness of invasive and native nuisance species treatment, vegetation management results, and compliance with contract requirements in South Florida;
• Timeliness of performance, including the ability to meet schedules, complete work within required performance periods, and respond to urgent or changing requirements;
• Customer satisfaction and overall professionalism in coordinating with Government personnel, CORs, property managers, or environmental staff;
• Ability to successfully manage and complete similar environmental restoration, land management, or exotic and native nuisance vegetation control services;
• Record of safety performance and compliance with environmental laws, regulations, permits, and herbicide application requirements;
• History of resolving performance issues, maintaining effective communication, and providing reliable staffing and project oversight.
If subcontractors are proposed, the Government may also consider the past performance of the subcontractor(s) for the portion of work they are proposed to perform.
Offerors without relevant past performance history may be evaluated as Neutral.
Factor 3 – Price
The Government will evaluate proposed pricing for completeness, realism, fairness, and reasonableness. Pricing may be compared against:
• The Independent Government Cost Estimate (IGCE);

• Historical pricing for similar services;
• Current market conditions;
• Competitive quotations or proposals received.
• The Government may also evaluate whether pricing reflects a clear understanding of the requirements and is balanced across all contract line items.

The Government reserves the right to award without discussions. Therefore, offerors are encouraged to submit their best technical and price proposal initially.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. (c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Products and Commercial Services included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
1. Copy of vendor invoice document in PDF format, which shows pricing breakdown for all items being invoiced for and must include the contract number, date(s) of service (if applicable), date of invoice, and the vendor’s standard invoice letterhead.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. 1452.201-70 Authorities and Delegations (Sep 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
The COR for this contract will be:
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR¿s appointment, within 3 days of the occurrence. 1452.228-70 Liability Insurance – Department of the Interior (Jul 1999)
(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amount of the insurance shall be not less than as follows:

(b) Each policy shall have a certificate evidencing the insurance coverage. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.
Prohibition of All Terrain Vehicles (ATVs) (Jul 1996)
The contractor is prohibited from utilizing All-Terrain Vehicles (ATV)s on National Park Service lands. ATV is defined as: A motorized off-highway vehicle (OHV) traveling on four or more low-pressure tires, having a seat to be straddled by the operator and a handlebar for steering control.
Use of Utility Terrain Vehicles (UTVs) is permitted. UTV (also called side-by-side) is defined as: A motorized OHV having four or more low pressure tires, designed with side-by-side seats, seatbelts, steering wheel, and optional cab, brush cage, or ROPS.
