About this opportunity

The Indian Health Service, Phoenix Area Office, seeks multiple fixed-price indefinite-delivery/indefinite-quantity (IDIQ) contracts for non-personal clinical staffing services at Hopi Health Care Center in Polacca, Arizona, with quotes due July 7, 2026 at 9:00 AM PDT. This is a Buy Indian Act / HHSAR Subpart 326.6 Indian Small Business Economic Enterprise (ISBEE) set-aside, restricting eligibility to certified Indian Economic Enterprises. Amendment 0001 extended the quote deadline from June 29 and released vendor questions and answers; Amendment 0002 added Colorado River Service Unit as an optional supplemental ordering location.

Place of performance is Polacca, Arizona, with optional supplemental ordering at Colorado River Service Unit. The procurement seeks staffing across five clinical categories: Emergency Department Physician Services (252 weekly planning hours), Inpatient/Hospitalist Physician Services (84 weekly hours), Emergency Department Registered Nurse Services (504 weekly hours), Inpatient Registered Nurse Services (336 weekly hours), and Outpatient Registered Nurse Services (40 weekly hours). Offerors may propose for one, several, or all categories.

The aggregate IDIQ ceiling is $9 million shared among all awardees, with an anticipated five-year ordering period and a $5,000 minimum guarantee per awardee. Award of an IDIQ contract does not guarantee task orders, hours, funding, placement, or any share of future orders beyond the minimum guarantee. Contractors must submit fixed fully burdened hourly rates covering labor, recruiting, onboarding, credentialing, scheduling, travel, lodging, insurance, overhead, and profit; no separate charges are permitted.

All contractor personnel must complete security clearances, credentialing, privileging for physicians, badging, EHR access, and facility onboarding before commencing clinical duties. Medical liability insurance of at least $1 million per occurrence is required for physicians. Contractors must execute a Business Associate Agreement and comply with HIPAA for protected health information handling.

Evaluation weighs Technical Approach, Candidate Readiness and Staffing Pipeline, Program Management/Onboarding/Quality Control/Coverage Continuity, Past Performance, Price, and Administrative/Eligibility Compliance, with non-price factors weighted more heavily than price. The Government anticipates multiple awards and reserves the right to award to no contractors or conduct on-ramp/off-ramp reviews annually. NAICS code is 621111; PSC is Q201.
