Offerors shall propose a single fixed, fully burdened hourly rate for each labor category and contract year. The proposed hourly rate shall include all costs required to perform, including labor, recruiting, onboarding support, credentialing support, scheduling, travel, lodging, per diem, insurance, overhead, profit, and any other cost associated with performance.
For evaluation purposes, the Government will calculate the Total Evaluated Price by multiplying the proposed hourly rates by the weekly planning hours and 52 weeks for each contract year. This calculation is for price comparison only and does not guarantee shifts, hours, task orders, funding, or work volume.
If an Offeror describes pricing in weekly, annual, candidate-specific, or narrative terms, the proposed fully burdened hourly rates in this attachment will control for price evaluation purposes.
