About this opportunity
The Department of Energy Office of Science, through Argonne National Laboratory, is soliciting proposals for a helium liquefier and helium recovery system to support a DOE Early Career Research Project titled "A High-Luminosity Active Nuclear Target for Recoil Tagging Measurements." The procurement requires a complete system capable of producing over 10 liters per day of liquid helium with water-cooled compressors operating on 208/240VAC power, remote monitoring capabilities with EPICS-based system integration, and vendor-supplied spare parts for at least 5 years. Offerors must submit completed ANL-70 Request for Quotation forms, ANL-70B Pre-Award Information, and a "Lowest Price Technically Acceptable- Procurement Strategy" addendum with itemized pricing for all operational components. The evaluation will be conducted using lowest price technically acceptable criteria, considering factors such as price, delivery, demonstrated experience, and technical capabilities. The proposal submission deadline is September 19, 2025 at 5:00 PM CDT, with questions directed to the Contracting Officer via email for public posting on SAM.gov.
This solicitation does not utilize any set-aside designation and is open to all qualified vendors who are registered in the System for Award Management (SAM). The system components include a helium recovery system with low-pressure storage, recovery compressor, high/medium pressure storage, helium purifier, connecting gas lines, control system, and a helium liquefier with cryocooler/cold head compressor and liquid helium storage dewar exceeding 50 liters capacity. The supplier is expected to deliver and install the complete system within 6 months of purchase order receipt, with installation documentation and operating instructions provided. Performance will take place at Argonne National Laboratory in Lemont, Illinois, and the contract requires compliance with Buy American provisions where 60-75% of component costs must originate from U.S. sources depending on delivery year. Proposals must remain valid for 60 days with firm fixed pricing on an F.O.B. destination or DAP Lemont basis under Incoterms 2020.
