About this opportunity
The 354th Contracting Squadron at Eielson Air Force Base, Alaska seeks multiple-award Blanket Purchase Agreements for short-term rental of heavy construction equipment to support airfield snow removal, infrastructure projects, and Joint Pacific Alaska Range Complex operations, with quotes due June 30, 2026 and questions due June 17, 2026. This is an unrestricted, full and open competition procurement under NAICS 532412 with no set-aside.
Place of performance is Eielson AFB, Alaska, with secondary delivery locations at Yukon Training Area, Fort Greely/Delta Junction, and Tanana Flats. The Government intends to establish five-year Master BPAs encompassing 61 distinct equipment categories, including articulated rock trucks, motor graders, dozers, excavators, loaders, rollers, bucket trucks, and water trucks. Vendors need not price all equipment categories to qualify for award. Equipment may be ordered as unoperated (bare lease) or operated with fully licensed contractor-provided operator. All equipment must be model year 2012 or newer, delivered within 12 hours of call order notification, and comply with Federal and State safety standards.
Performance standards are strict: 12-hour delivery timelines, 95 percent on-time delivery rate, 24-hour emergency maintenance response with 95 percent compliance, and 48-hour equipment replacement for inoperable machinery with no charge to the Government if replacement does not occur within 48 hours. Operators must hold current Alaska commercial driver's licenses and relevant certifications; equipment requiring operators must include Arctic operations packages with fully enclosed heated cabs. All maintenance, repairs, parts, tire service, and fluids are included at no additional cost. Pricing must reflect Department of Labor wage determinations for the Fairbanks North Star Borough. Evaluation uses simplified procedures: technical factor (acceptable/unacceptable based on PWS compliance and past performance) and price (fairness and reasonableness). Master BPAs will be awarded to all responsible vendors rated acceptable on the technical factor.

Description:
The 354th Contracting Squadron at Eielson Air Force Base (AFB), Alaska, is issuing a Request for Quotation (RFQ) to establish multiple-award Blanket Purchase Agreements (BPAs) for the short-term rental of heavy construction equipment.
The objective of this acquisition is to secure a reliable, rapid-response commercial fleet capability to support mission-critical infrastructure projects, airfield snow removal, and Joint Pacific Alaska Range Complex (JPARC) operations.
Scope of Work:
The Government intends to establish a five (5) year ordering period for these Master BPAs. The requirement encompasses 61 distinct categories (vendors not required to provide pricing on every piece of equipment to be evaluated) of heavy equipment (e.g., articulated rock trucks, motor graders, dozers, excavators, loaders, rollers, high-reach bucket trucks, and water trucks).
To maximize operational flexibility, equipment rentals may be ordered on a call-by-call basis as either:
-
Unoperated (Bare Lease): Equipment provided without an operator.
-
Operated: Equipment provided with a fully licensed, contractor-provided operator for specific civil engineering and range tasks.
Contractors must meet strict performance standards, including 12-hour delivery timelines, 24-hour emergency maintenance response, and 48-hour equipment replacement for inoperable machinery.
