About this file
This is a Combined Synopsis/Solicitation for the establishment of multiple Blanket Purchase Agreements (BPAs) for five-year heavy equipment rental services. The 354th Fighter Wing at Eielson Air Force Base, Alaska seeks to procure short-term rental equipment (unoperated bare leases or operated with licensed contractor personnel) to support airfield snow removal, infrastructure repair, and range maintenance. The solicitation encompasses 61 equipment categories, though vendors are not required to quote on all items to receive a BPA award. The acquisition is unrestricted (full and open competition) under NAICS code 532412 with a small business size standard of $40.0 million. The response deadline is 30 June 2026 at 12:00 PM AKDT, with questions due by 17 June 2026. Quotes must be valid for 90 days and submitted via email to Contract Specialist SrA Kasualla Lewis and Contracting Officer MSgt Daniel Dodson.
Pricing is bifurcated into unoperated equipment (flat daily/weekly/monthly rental rates) and operated equipment (fully burdened hourly labor rates meeting or exceeding Department of Labor wage determinations). Offerors must submit three volumes: Volume I containing completed pricing schedules; Volume II with a signed statement acknowledging compliance with PWS terms and maintenance response metrics (24-hour response, 48-hour replacement), plus manufacturer spec sheets for any "Or-Equal" items; and Volume III listing up to three relevant contracts from the past three years with customer point-of-contact information. Large business offerors must submit a Small Business Subcontracting Plan per FAR 52.219-9. Evaluation will use simplified procedures with two factors: technical (rated acceptable/unacceptable based on PWS compliance and satisfactory past performance) and price (evaluated for fairness and reasonableness). Master BPAs will be established with all responsible vendors rated acceptable, with no trade-offs between price and non-price factors.
