About this opportunity
The Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency is soliciting quotations for Heavy Equipment and Paver Operator Training services under solicitation number FA805126Q0001. The Air Force seeks to establish one or more Firm Fixed Price Blanket Purchase Agreements to provide instructor-led classroom and hands-on training to Pavements and Construction Equipment (AFSC 3E2X1) military personnel and Federal Wage System civilian employees in asphalt paving operations and heavy equipment operator training (excavators and graders). Key contract requirements include providing a maximum of 48 students annually per training track, with minimum 32-hour courses, class sizes limited to 12 students for asphalt paving and 6 students for heavy equipment training, instructors holding a minimum of ten years' heavy equipment operator experience with appropriate licensure, and provision of substantial training infrastructure including a conditioned classroom, 70,000-square-foot training area with varied soil types, and multiple fully operational equipment units (pavers, excavators, and graders) all less than five years old. Evaluation will be based on technical acceptability and price reasonableness and balance, with offerors required to submit CLIN pricing sheets and technical proposals not exceeding 10 pages demonstrating compliance with all Statement of Work requirements. Questions must be submitted by February 11, 2026, at 1400 CDT, with quotations due March 5, 2026, at 1400 CDT, and all offerors must be registered in the System for Award Management (SAM) and Wide Area Workflow (WAWF) to be eligible for award.
This procurement includes no set-aside designations, and no incumbent contractor is identified in the solicitation materials. The total contract value is structured as a Master Dollar Limit of $1,500,000 over a five-year period consisting of a base year plus four consecutive one-year ordering periods, with individual order limits of $25,000 for authorized Government representatives or up to $350,000 for warranted Contracting Officers, and pricing effective from May 2026 through April 2031. The Air Force intends to identify training personnel requirements no later than four months prior to each fiscal year, with the contractor coordinating scheduling windows and class dates accordingly, recognizing that smaller classes may be scheduled when full enrollment is not achieved. Performance of the work will take place at Tyndall Air Force Base, Florida 32403, with the contractor permitted to utilize multiple training facilities provided the prime contractor maintains single-point responsibility and offers fixed firm pricing for the full scope of training delivery. Prospective offerors must complete applicable certifications, including Service Contract Labor Standards exemption certification, and submitted quotations will remain valid for 60 days after the closing date.
