About this file

This is a Questions and Answers document for RFQ FA805126Q0001 addressing clarifications on heavy equipment operator training delivery and contract structure.

The Air Force will identify training personnel requirements no later than four months prior to each fiscal year (by June 1), at which point the contractor will coordinate with the Air Force to establish a scheduling window with proposed class dates, class quantities, and student enrollments. The Air Force does not mandate minimum students per class but intends to schedule classes at maximum instructor-to-student ratios outlined in the Statement of Work, recognizing that smaller classes may be necessary when training demands do not fill a full class. Training will be delivered across two distinct course categories: earthmoving equipment (excavator and grader operations) as one coordinated class track and paver operations as a separate class track, as students may attend only one track. The contractor may utilize multiple training facilities to deliver the full scope of training provided the prime contractor maintains single-point responsibility and offers a fixed firm price. The contract structure consists of a Blanket Purchase Agreement with a Master Dollar Limit of $1.5 million, a base year with four consecutive ordering periods, and pricing shall remain effective from May 2026 through April 2031. The contracting agency is the Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency.

RFQ FA805126Q0001 (Heavy Equipment Operator TRNG) – Q&A

1. Question - Does the Air Force anticipate a typical lead time between the order and the desired training start date when a training order is issued, or can the contractor propose reasonable start dates?

a. Answer – The Air Force will know how many personnel require training no later than four (4) months prior to the new fiscal year (October 1 – 30 September). The Air Force will coordinate with the contractor to develop a schedule (number of class(es), students per class, and class date(s)) during that 4-month window prior to the new fiscal year. The contractor can propose reasonable start dates during that schedule window.

2. Question - Does the Air Force anticipate a minimum number of students per order or per class?

a. Answer – The Air Force does not expect a minimum number of students per class. The class size will not exceed the sizes outlined in the SOW. The intent is to schedule students to the maximum class and instructor ratio as outlined in the SOW. There may be situations where this is not feasible, e.g. the Air Force requires 8 personnel trained, the max class size is 6, therefore one class will be 6 students and the second class will be 2 students, or a combination of that.

3. Question - Is the intent that students generally attend all three training courses (excavator, grader, and paving) as part of a coordinated session or will courses be ordered individually based on need?

a. Answer – The intent is to have the earthmoving equipment (excavator and grader) as one class and the paver operations as a separate class. The students that attend the earthmoving equipment class may never attend the paver operations class, so these need to be separate.

4. Question - Would it be acceptable for the contractor to use more than one training facility to deliver the full scope (example separate facilities for paving and other heavy equipment) provided the prime contractor remains fully responsible and offers a single fixed firm price?

a. Answer – yes, this is acceptable. As mentioned above, the paving and earthmoving equipment are separate classes, so separate training facilities and grounds are acceptable.

5. Question - The BPA Master Dollar Limit, is it $1.25M or $1.5M? Attachment 4 T&Cs and SOW Section 4.3 Order Limits shows differing amounts.

a. Answer – Master Dollar Limit changed to $1.5M in the SOW to match the terms and conditions.

6. Question - How long is the Base Period? Is it a 1 Year Base with 2 Option Years, or is it 3 Base and 2 Option Years? The SOW Order Limit states that the BPA shall not exceed 3 years, but Attachment 4 T&Cs is requesting an approved price list during the period of May 2026 – April 2031.

a. Answer – SOW changed to reflect 5 option “periods” rather than option years. In general terms, there will be a base year with four (4) consecutive ordering periods (“years”) until the Master Dollar Limit has been reached or services are no longer necessary.
