Statement of Work Summary

This Statement of Work outlines requirements for a Blanket Purchase Agreement to provide asphalt paver and heavy equipment operator training to Air Force Civil Engineer Center personnel. The Air Force seeks to enhance the knowledge and skills of Pavements and Construction Equipment (AFSC 3E2X1) military personnel and Federal Wage System civilian employees in heavy equipment operations and asphalt paving through instructor-led classroom and hands-on training courses.

The contractor must provide two primary training programs: (1) Asphalt Paving Operations Training covering safety, paving fundamentals, grade and slope controls, screed adjustments, pavement defects, compaction, and electronic control modules for a maximum of 48 students annually in 32+ hour courses with no more than 12 students per session; and (2) Heavy Equipment Operator Training on excavators and graders for a maximum of 48 students annually in 32+ hour courses with minimum 12 hours hands-on operation per equipment type, 6 students maximum per session, and 1:3 instructor-to-student ratio during practical training. Instructors must hold a minimum of ten years' heavy equipment operator experience and be licensed. The contractor must provide a conditioned classroom accommodating 12 students, instructional materials for each student, and a 70,000 square-foot minimum training area (60,000 square feet for grader/excavator operations with varied soil types; 10,000 square feet for paver training). Equipment requirements include minimum two operational asphalt pavers (less than five years old, 30,000+ pounds operating weight, 6.5-8 cubic meter hopper, 8-16 foot paving width), three excavators plus one spare (54,000+ pounds, 20-foot digging depth, 25,000-pound breakout force, acoustically insulated), and three graders plus one spare (40,000+ pounds, all-wheel drive, automatic grade control, acoustically insulated). Upon course completion, contractors must issue training certificates. BPA orders are limited to $25,000 for Authorized Government Representatives or $250,000 for Contracting Officers, with a total ceiling of $1,250,000 over the three-year BPA period. Quotes must be submitted within seven working days of RFQ receipt, and contractors must provide annual price list updates subject to Contracting Officer approval. Payment for orders under $25,000 is via Government Purchase Card, while larger orders require WAWF submission per FAR Clause 252.232-7003.
