About this opportunity
The U.S. Army Engineer Research and Development Center (ERDC), specifically the Cold Regions Research and Engineering Laboratory (CRREL), is seeking quotations for the delivery and installation of two cold climate air-source heat pumps in Fairbanks, Alaska. The heat pumps must have an output between 9,000 and 90,000 BTU and will be used in a research project assessing heat pump performance in cold regions. Contractors must possess EPA 608 Type II Certification and be capable of installing the heat pumps in compliance with local codes, with installation targeted for the most severe winter months (December, January, and February). The government will evaluate proposals based on technical capability, proposed delivery schedule, and price, with the award going to the responsible offeror representing the best value to the government. Quotes are due by December 10, 2024, at 12:00 PM Central Standard Time, and must be submitted electronically to Latosha.N.Rodgers@usace.army.mil.
This procurement is a total small business set-aside under NAICS code 333415 with a small business size standard of 1,250 employees. The contract requires the selected contractor to install two heat pump units - one on an 8x20 ft insulated container building and another with split components between the building and Permafrost Tunnel south entrance. The contractor will be responsible for installation, providing English-language manuals, and complete decommissioning approximately 6-12 months after installation, with a required one-year warranty on materials and workmanship. The total project must be completed by March 31, 2025, with power (220V) available at the site and all electrical work to be performed by the contractor. Shipping costs are to be included and delivered FOB to the CRREL Permafrost Tunnel located at 2126-2166 Steese Hwy in Fairbanks, Alaska, with the heat pumps capable of functioning in temperatures as low as -18°F.
