The solicitation (RFQ W913E525Q0006) requires vendors to meet specific technical capabilities, including being located in the Fairbanks service area and possessing EPA 608 Type II Certification. Evaluation criteria will focus on technical capability to provide the requested supply and services, with award determined by best value rather than lowest price. Quotes are due by January 21, 2025, at 12:00 PM Central Standard Time, and must be submitted via email to ERDC-CRREL-QUOTES@usace.army.mil. The government will consider factors such as the vendor's ability to complete the heat pump installation by February 28, 2025, and meet all specified technical requirements.

The heat pump must be capable of operating in extreme Alaskan conditions, specifically down to -13°F, and will be installed on an 8x20 ft insulated container building. Vendors must provide a 1-year warranty on materials and workmanship, and include all shipping costs to the CRREL Farmers Loop location at 286 Farmers Loop Road, Fairbanks, AK 99712. Payment terms are net 30, and to be eligible for award, vendors must be actively registered in the System for Award Management (SAM) with no active exclusions.
