About this opportunity

The Department of State's U.S. Embassy in Kampala, Uganda is soliciting proposals for health and life insurance coverage services for locally employed staff and their dependents. The procurement seeks off-the-shelf insurance plans that meet minimum benefit levels, with the government intending to award a contract to the responsible company submitting an acceptable offer at the lowest price. Offerors must be licensed in Uganda, registered in the System for Award Management (SAM), and demonstrate technical capability, financial stability, and relevant experience in providing insurance services. The evaluation will be based on lowest price technically acceptable criteria, considering benefit coverage, management approach, experience, and financial stability. Following an amendment, proposals are now due by August 20, 2025, at 1:00am local time, with electronic submission required to Kampalabid@State.gov in specified file formats not exceeding 30MB. A pre-proposal conference was held on July 23, 2025, at the U.S. Embassy in Kampala to provide additional information to prospective offerors.

This procurement does not utilize any set-aside designation and is open to all qualified contractors. The contract structure includes three coverage categories: self, self plus one, and family plans, with the U.S. Government covering 90% of premiums and employees contributing 10% through quarterly payments. The contract spans a five-year period consisting of one base year beginning December 26, 2025, with four option years that may be exercised at the government's discretion. The solicitation includes provisions for Economic Price Adjustments to accommodate potential regulatory changes or staff fluctuations, and the contract may be terminated for reasons including funding changes or staff reductions. Performance will take place in Uganda, specifically supporting the locally employed staff at the U.S. Embassy in Kampala. While specific award values are not disclosed in the available documentation, the contract includes estimated premiums for the base year and option years across the various coverage categories.
