About this opportunity
The Defense Logistics Agency seeks removal, transportation, treatment, recycling, and disposal of hazardous and non-hazardous wastes at U.S. Department of War installations across Eastern Europe and Israel, with proposals due July 22, 2026. This is full and open competition under NAICS 562211 with a small business size standard of $47 million.
Place of performance spans 19 countries: Austria, Bulgaria, Croatia, Czechia, Estonia, Finland, Greece, Hungary, Kosovo, Latvia, Lithuania, Montenegro, Norway, Poland, Romania, Slovakia, Slovenia, Sweden, and Israel, with administrative oversight in Germany. The contract covers waste streams including alcohols and solvents, batteries, corrosive materials, chlorine-containing wastes, compressed gas cylinders, heavy metals, PCBs, petroleum/oil/lubricants, paint wastes, pesticides, and miscellaneous streams; excluded are infectious or biohazardous medical wastes, controlled pharmaceutical wastes, radioactive wastes, and Materials Potentially Presenting an Explosive Hazard. Additional services include equipment rental, sampling and analysis, industrial cleaning, overpacking/lab packing, and appliance removal.
The contract is an indefinite delivery/indefinite quantity (IDIQ) arrangement with a 30-month base period followed by a 30-month option period. The minimum Task Order charge is EUR 1,700.00 except where specified. Contractor personnel must hold DoD-accredited ADR certification for drivers and current HAZWOPER training; some positions require Common Access Card (CAC) sponsorship and anti-terrorism training. All work must occur during standard business hours (0700–1600) Monday through Friday on U.S. federal and Host Nation holidays excluded, with expedited 5-day and 10-day removal options available via separate CLINs. Standard removal timeframe is 15 business days (20 in Greece).
The contractor must use only DLA Qualified Facilities List–approved Treatment, Storage, and Disposal Facilities and comply with Host Nation and European Union environmental laws, ADR, and IMDG regulations. Evaluation uses a best-value trade-off basis with past performance significantly more important than price. Past performance assessment examines recency (within the last two years), relevance in scope and magnitude, and quality, using an adjectival rating scale based on Past Performance Information questionnaires, CPARS, DLA personnel, and government references. Pricing must include all 13 waste categories, rental equipment, sampling, supplies, and special services across all 19 locations with no ranges, split bids, or zero-dollar pricing; prices are firm for 90 days. Proposals require two volumes: Volume I (certifications and price schedule) and Volume II (past performance references, which must submit independent questionnaires by the closing date). The solicitation is SP450026R0008 with multiple amendments addressing extended deadlines (originally May 18, now July 22), Kosovo waste export CLIN addition, subcontractor qualification procedures, and clarification of attachment availability.
