About this file
This is an Amendment 0003 Questions and Answers document for solicitation SP450026R0008, a hazardous waste removal contract issued by the Defense Logistics Agency (DLA) Disposition Services. The amendment extends the offer closing date from June 22, 2026 to July 22, 2026 at 02:00 PM EDT and clarifies contract requirements through responses to bidder questions.
Key contract details include: this is an all-or-none contract requiring bidders to submit pricing for all Contract Line Items (CLINs) across all locations; minimum Task Order charges are EUR1,700.00 except where otherwise specified, with expedite orders exempt from minimums; the Catch Up CLIN has been deemed obsolete; containerized and bulk waste removals are ordered on separate Task Orders. The contract covers hazardous and non-hazardous waste removal, transportation, treatment, recycling, and disposal at U.S. Department of Defense installations in Austria, Bulgaria, Croatia, Czechia, Estonia, Finland, Greece, Hungary, Kosovo, Latvia, Lithuania, Montenegro, Norway, Poland, Romania, Slovakia, Slovenia, Sweden, and Israel. Services include equipment rental (lined ROBs, portable tanks, IBCs for purchase), industrial cleaning services, lab packing, overpacking/loose-packing, and sampling services. Host Nation Laws and ADR regulations take precedence; contractors must comply with DoD accreditation requirements, obtain proper identification for facility access, and maintain annual ADR certification. The document clarifies that bulk container rentals (CLINs 1303RE, 1305RE, 1308RE, 1310RE) have been removed from the Price Schedule due to lack of infrastructure in most regions, replaced with 1,000-liter IBCs available for purchase. Transportation CLINs with "TR" suffix cover all vehicle sizes with one fee per truck regardless of size. Industrial Cleaning Services (ICS) do not include waste disposal costs, which must be ordered separately.

SP4500-26-R-0008 Amendment ** Please see Amendment 4 the Updated PWS and Amendment 5 the updated PRICE SCHEDULE Answers to questions:
Can a bidder only bid on a portion of the contract, or is this an all-or-none contract?
No a bidder cannot bid on just a portion of the contract this is an all or none contract as you state – if all CLINs are not bid on regardless of location the bidder will be considered non-responsive and the bid will not be evaluated.
Establishing pricing, securing permits, and determining whether waste must be managed in-country or can be exported requires significant effort, and more time is needed to develop a proper response. Would you consider extending the due date by 30 days?
Yes the closing date for submission of offers is changed from June 22, 2026, at 02:00 PM EDT to July 22, 2026 at 02:00 PM EDT.
h. Minimum Task Order (TO) charges under this contract will be €1,700.00 except where otherwise specified in the contract. Containerized and bulk waste removals will be ordered on separate TOs.
Question: According to the price list, the Catch Up CLIN will no longer exist, what will happen to task orders that don't reach €1,700
Answer: This was deemed obsolete. If a minimum Task Order (TO) is not met a minimum charge of €1,700 will be applied. However, some CLINs do not need to meet the minimum CLIN requirements. It is standard operating practice that the COR schedule TO to meet the minimum €1,700 requirement. If a customer orders an Expedite the Minimum TO requirement is not required.
d. Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. Contractor personnel shall have the ability to communicate via cellular phone with the DLA CORs and the Contractor’s Contract Manager when they are on-site or performing work under this contract.
Question: What communication channels are available to contact the COR onsite?
Answer: Each COR has a cell phone, and email address for communication.
1.0 REMOVAL PHASES
The requirements for removal of HW under this contract are divided into three main phases: Pre-Removal (1.1), Removal (1.2), and Post-Removal (1.3). The Contractor shall always perform in a prudent, conscientious, safe, and professional manner. The Contractor shall ensure all personnel handling HW are properly and currently trained per HN and DoD installation requirements to the level of expertise required for performing in the areas of chemical compatibility, general first aid procedures, and HW spills.
Question: To what extent should first aid training be tailored to the hazardous materials covered by the contract? This is particularly important with regard to exposure, decontamination, and emergency response in the event of spills.
Answer: The training must be adequate to meet the needs of the task at hand and all compliance obligations.
1.1.1 PERMITS AND SPECIAL REQUIREMENTS
b. The Contractor is required to receive specialized training provided by the USG to gain requisite credentials for accessing and performing work on DoD installations. Drivers who transport HW must receive DoD accredited ADR training and maintain annual certification [MK12.1]. Other training requirements may include Hazardous Waste Operations and Emergency Response (HAZWOPER), Contractor pass and identification (ID) requirements, Anti-Terrorism (AT) training, and more.
Question: How are ADR regulations aligned with specific DoD and USG requirements, especially when there are discrepancies or supplementary requirements?
Answer: Host Nation Laws and ADR Regulations take president. The verbiage is now as follows:
· b. The Contractor is required to receive specialized training provided by the USG to gain requisite credentials for accessing and performing work on DoD installations. Drivers who transport HW must receive ADR training and maintain annual certification as per Host Nation regulations [MK12.1]. Other training requirements may include Contractor pass and identification (ID) requirements, Anti-Terrorism (AT) training, and more.
e. The Contractor shall ensure correct European Waste Catalogue (EWC) numbers are assigned to the Producer’s (Generator’s) waste streams as established by European Commission (EC) directive 2001/118/EC, and updates thereto, prior to their removal from the installation. Should the USG question or disagree with the Contractor’s assigned EWC number, a bilateral resolution will be reached before the waste is removed from the installation.
Question: Should the transport of waste be suspended entirely until an agreement on the EWC classification has been reached? How are any resulting delays addressed in the contract? What is the proper procedure for handling mixed waste streams or those that cannot be clearly classified, especially when multiple potential EWC codes are applicable?
Answer: CLINs are developed using their corresponding waste profiles of that particular waste stream. The Contractor is expected to have the EWSs ready to go when the first TO is ordered.
1.1.2 SHIPPING AND DISPOSAL DOCUMENTATION
a. In addition to the requirements specified herein, the Contractor's transporters must comply with the most current manifest regulations, including those pertaining to digital formats. The Contractor shall prepare, complete, and return signed copies of manifests and other shipping documents as required by the law of the country where the waste was generated, and all subsequent countries through which the waste is transported or disposed. Manifest documents will be serially numbered and in a bilingual (HN/English) format. If a bilingual format is unavailable, the Contractor shall complete and provide a manifest that meets HN laws and regulations, and a Uniform Hazardous Waste Manifest (Attachments 9-9a) [MK14.1] or equivalent document written in English for each removal and invoice package.
Question: In most countries, statutory manifests are required and cannot be changed because they are official documents. The PWS refers to Annexes 9–9a, which are not included here. Please submit these later.
Answer: Example of Uniform Hazardous Waste Manifests (Annexes 9-9a) will be provided.
b. All shipping documents shall include the designated Generator, Transporter, and TSDF Identification (ID) numbers [MK15.1] [AL15.2], even if not required under HN transportation laws and regulations. The Contractor shall obtain these designated ID numbers for inclusion on manifests from the Generator, Transporter, and TSDF, respectively. Business Registration or Business License Numbers for TSDFs shall be those assigned or recognized by the HN government, and unique to each TSDF.
Question: DLA has requested this number on several previous occasions but has never provided it with the order. Will this change in the future?
Answer: The COR will coordinate with the Generators to get you their information. The Contract is responsible for the Transporter and TSDF information.
1.1.4 NOTIFICATIONS
a. Unless otherwise specified in this contract, the Contractor shall notify the COR and IEO representative at least five (5) business days (10 business days for Poland) before attempting installation access to conduct business related performance under this contract. Note: Times where U.S. Force protection requirements are increased, notification requirements may change.
Question: What level of planning certainty can the US government (USG) provide regarding confirmed access dates, especially if personnel and resources have already been allocated? How should additional expenses resulting from extended or insufficient access periods be handled? Examples include waiting times, repeat trips, and tied-up resources?
Answer: The Contractor will coordinate with the COR to schedule pickup around known events to streamline access. These costs are at the contractor’s expense. Delays in services due to extended waiting times getting on base will not impact your performance levels.
1.1.6 HOURS OF OPERATION AND STANDARD BUSINESS DAYS
The local DLA Field Office will provide the awarded Contractor with a list of standard operating hours and observed holidays for all installations supported under this contract.
Question: Does that mean that other, significantly shorter workdays can be scheduled instead of Monday through Friday?
Answer: When the COR schedules the pickup they will take this into consideration. The COR will only schedule the pickup for appropriate days.
1.2.1 SPILL RESPONSIBILITY
b. The Contractor shall maintain serviceable, waste-compatible, and fully stocked spill kit(s) that are readily available to contain small spills and leaks during all HW removals.
The Contractor shall allow any USG representative who is present during the removal process access to the spill kit(s) for visual inspection. Failure of the Contractor to demonstrate they are equipped with adequate spill kit(s) to respond to small spills and leaks during the removal process may result in cancellation of the removal and will be considered Contractor performance failure.
Question: Does the truck need to carry more ADR equipment than required, and would this additional equipment consist of the CLIN 1040SP, 1041SP, and 1042SP, and will it be ordered as well?
Answer: The Contractor must comply with Host Nation Laws. The truck does not need to carry more equipment than regulations mandate. They must be able to adequality respond to any spill. The contractor is responsible for their own spill response equipment. The Spill Response CLINs identified on the Price Schedule are for the Generators only.
1.2.3 STATEMENT ON CONTAINERS
a. USG Generators are responsible for ensuring their HW is properly packaged in UN-rated containers when applicable for shipment and meets or exceeds minimal packaging specification required per IMDG Code, ADR regulations, and TSDF waste acceptance criteria. Unless specified in the disposal CLIN description, the Contractor is responsible for all repackaging costs associated with special waste acceptance criteria at the TSDF. Only new and unused containers will be used for packaging waste containing free liquids.
Question: In the event that waste is found to be improperly segregated, leaking or non-compliant with IMDG/ADR standards at the me of arrival, what is the established procedure for Field Rejection, and which CLIN covers the Contractor’s labor and materials if they are requested to perform on-site repackaging to move the waste safely? Isn't it a joke that the contractor is required to repackage the improperly by the generator packaged waste at their own expense?
Answer: The Generator is responsible for segregating and packing their own waste in correct containers. If it is packaged wrong then the driver has the right to reject the container and inform the COR. The Driver would inform the COR, and they would remove it from the TO.
If they are asked to repackage the waste they would have to order the appropriate Loose Packing Service CLIN. The end of the paragraph states; Unless specified in the disposal CLIN. In Section 3.17 in the PWS there are CLINs established for Loose Packing Services (CLIN 1202SV-1207SV). These CLINs could cover the cost of packing or repacking waste.
1.2.6 LOADING
d. Prior to scheduled removals, the USG will have containers staged at ground or loading dock level as applicable. The containers may or may not be palletized. It is the USG's responsibility to ensure the HW being removed is readily accessible for loading by the Contractor at the me of removal. Accessible is defined in this Sec on as unobstructed and not requiring the movement of other containers or objects that are not scheduled for removal on the subject TO to gain access to the HW being removed.
Question: Regarding the staging and accessibility of HW: Can the USG confirm that 'ground level' staging will always be on a firm, flat surface (e.g., concrete) suitable for standard pallet jack operation? Furthermore, for non-palletized items (e.g., Big Bags under 50kg), is the Contractor expected to perform manual loading, and if the site conditions or waste configuration prevent standard loading, which party is responsible for providing and funding specialized equipment, such as a forklift?
Answer: Each pickup location will have its own logistical differences. Contractor/Driver should coordinate with the COR on site to understand each location. When waste is stage it is understood that it will be ready for material handling equipment. I would recommend that the Contractor Coordinate with the COR to ensure that Big Bags are placed on pallets to allow easier handling of the waste.
NOTE: PWS Section 1.2.6 (b) states The Contractor is responsible for loading and furnishing all equipment appropriate for the safe and efficient loading of containers, totes, and pallets. Such equipment will include a lift gate on the conveyance vehicle and/or a forklift or pallet jack as appropriate for the job. The Contractor should never assume Material Handling Equipment (MHE) will be provided by the USG.
NOTE: PWS Section 1.2.6 (c) states: The USG may offer to assist the Contractor with loading during normal hours of operation if the appropriate personnel and equipment are available for use. If the offer is accepted by the Contractor, the USG will make the initial placement or “tailgate” items at the rear of the Contractor’s conveyance vehicle or trailer. The initial placement will be as determined by the USG.
The Contract should coordinate with the COR to know at what pick up sites loading equipment is available.
1.2.7 WEIGHING OF ITEMS
c. If an IEO representative has previously weighed the waste and the Contractor agrees with the weight, weighing of the HW in the presence of the COR is not required
Question: Who is an IEO representative, HWSA-authorized personnel such as KBR or others, or a member of the military?
Answer: Installation Environmental Office (IEO), this is the Generator.
1.2.12 COUNTRY-SPECIFIC TRANSPORTATION CHARGES – TR CLINS
b. CLINs having a “TR” suffix for Transportation Charges are listed in the Price Schedule, corresponding to each country serviced under this contract. The appropriate CLIN will be selected based on the country where the waste removal occurs.
Question: There are countries with multiple pickup locations, some of which are quite far apart. However, can only one price be ordered per truck (regardless of size)?
Answer: Yes, The Transportation CLIN covers transportation costs for all vehicles sizes.
c. One (1) EA “TR” CLIN will be ordered for each truck necessary to remove all waste items on the issued TO. Trucks shall be of the appropriate size and capacity for legal and efficient removal.
Question: How will the number of trucks be determined when the waste volume exceeds the capacity of a single vehicle, and will there be distinct CLINs to differentiate between truck sizes (e.g., 5-ton vs. 24-ton) available in different regions? Additionally, since HW containers are frequently not filled to capacity, how will the USG account for 'efficient removal' when a truck is physically full by volume (cubic capacity) but remains under the maximum weight tonnage? Will a full volume load be considered a complete 'TR' CLIN even if the weight limit is not reached?
Answer: The volume of the trick will not be considered. Waste disposal is by kilogram. The size of the vehicle is not considered. It is one fee for one vehicle. The Contractor would have to look at the Task Order and determine the size of vehicle required to remove the waste.
Note: If the Generator is tracking their waste properly the size of the container should be identified in the TO.
1.3.1 RETURN OF SHIPPING DOCUMENTATION
a. At the time of HW removal, the Contractor shall provide to the COR a transporter-signed copy of completed manifest(s) and other shipping documents as required prior to commencing transportation on public roads.
Question: What needs to be done in countries that use only electronic manifests?
Answer: The Contractor must provide a copy of all shipping documentation COR. Either a paper copy must be printed or the document emailed to the CORs.
b. Copies of other shipping documents required by local and national transportation laws and regulations including those enforced under ADR, IMDG Code, and when applicable, transboundary notifications for exports, shall also be provided to the COR at the time of removal. See 1.1.2 SHIPPING AND DISPOSAL DOCUMENTATION, i. Transboundary Shipping Documents as well!
Question: There is talk of export documents, yet at the same time all waste is supposed to be disposed of domestically. Is there a Basel Convention amendment?
Answer: Section 1.1.2 SHIPPING AND DISPOSAL DOCUMENTATION. 1.1.2(e) states When applicable for transboundary movements and disposal of HW within the EU, the Contractor shall prepare and provide all shipping documents and notifications as required to the applicable HN regulatory agencies. This would include the Basel Notification.
3.2 DAILY RENTAL OF A LINED 7-CBM AND 20-CBM ROB WITH COVER – CLINs 1010RE and
1025RE
The industry standard is a monthly rent; there are no 1-day or 7-day options
Question: Will this entire passage be changed?
Answer: Yes the CLINs have been changed please see new price schedule and new PWS as they have been changed to Monthly Rentals.
3.6 MONTHLY RENTAL OF A 10,000-LITER PORTABLE TANK – CLIN 1078RE
a. Under CLIN 1078RE, the Contractor will provide for 30 consecutive calendar days an ADR/UN-rated tank approved for the storage and transportation of up to 10,000 liters of bulk hazardous or non-hazardous waste liquids. The tank shall be constructed of materials, watertight seals, and fittings, which are chemically compatible with aqueous based, non-corrosive liquids that may partially include POLs.
Question: Which ADR certification, only Class 3 or other classes too?
Answer: Whatever is required for the waste being stored or transported.
3.7 BULK CONTAINER RENTALS – CLINs 1303RE, 1305RE, 1308RE, and 1310RE
CLINs 1303RE, 1305RE, 1308RE, and 1310RE apply to the monthly rental fee and initial placement for one (1) container as described in the CLIN description. One month (MO) of the applicable CLIN will include continuous accessibility to the container throughout the rental period.
Question: The use of these containers is not possible under this contract! Such container systems only work where the necessary infrastructure is in place, which is currently only the case in Germany and the Benelux countries. Should the entire passage be removed from the scope of work?
Answer: These have been removed from the contract if there is no industry infrastructure in the region to support them. The AO will contact the COR and inform them that they must find other containers to manage the waste. After discussing this with the customer they are OK with removing the rentals from the Price Schedule but would like to add IBCs for purchase in the supply section. IBCs 1000-liter are available for purchase and these CLINs have been added to the price schedule.

3.8 INDUSTRIAL CLEANING SERVICES (ICS), DAILY, CREW OF 2 – CLIN 1002SV
The term ICS for purposes of this contract refers to performing industrial-grade heated power washing, scrubbing, wiping, squeegeeing, rinsing, wet vacuuming, dry vacuuming, and other means necessary to remove dirt, grease, grime and other readily and semi readily removable materials from the internal and external hard surfaces of a broad spectrum of tanks, vats, degreasers, oil-water separators, wash racks, floors, metal floor gratings, walls, ducts, sumps, pipes, filters, filter racks, filter chambers and other equipment associated with the many operations conducted at locations covered under this contract. This CLIN also includes collection of the resulting Rinsates/waste residues into a vacuum truck and/or USG-provided containers for removal and transportation to a qualified TSDF. Operations conducted at sites covered by this contract may include painting, paint stripping, sanding, sand blasting, grinding, milling, fabricating, solvent and vapor degreasing, parts cleaning, anodizing, metal plating, engine maintenance, wastewater treatment, oil-water separation, filtration, organic and inorganic chemical storage, hazardous and non-hazardous waste accumulation.
Questions: Is this and the other ICS CLIN’s intended to replace the previous tank cleaning process, and does it also include the disposal of cleaning residues?
Answer: The ICS CLIN does not include the cost of waste disposal. That would be ordered under a separate CLIN.
Sandblasting, painting, machining, etc. is surely just a mistake and must be crossed out.
Answer: These are example of places where the Generator may order ICS. If there is corresponding waste code for the materials being cleaned they can order the service.
