About this opportunity
The Department of Agriculture Agricultural Research Service seeks hazardous waste removal services for its Grassland Soil & Water Research Laboratory, with quotations due September 17, 2026 and questions due September 14 at 12:00 PM Eastern Time. This is a Total Small Business Set-Aside with a size standard of $47 million; only small business concerns are eligible.
Place of performance is 808 East Blackland Road, Temple, Texas 76502. The scope requires characterization, packaging, removal, transportation, and disposal of hazardous, chemical, analytical, and laboratory waste in compliance with RCRA (40 CFR Parts 260-273), EPA Hazardous Waste Generator Standards, DOT Hazardous Materials Regulations (49 CFR Parts 171-180), Texas TCEQ rules, and OSHA HAZWOPER requirements. Contractor personnel must be trained and certified in hazardous materials handling. The waste inventory includes approximately 40 chemical items across multiple container types, including analytical waste drums (average pH 1.2), methylene chloride, mercury-bearing compounds, ammonium nitrate, potassium compounds, and agricultural chemicals. The contractor supplies all labor, materials, equipment, UN-rated containers, packaging, transportation, and disposal; assumes liability for spills or releases; and must provide a spill response plan onsite.
Performance period is September 22 through November 23, 2026, with all pickups completed within that window. Delivery of all waste is due September 30. Deliverables—waste characterization reports, hazardous waste manifests, TSDF Certificates of Disposal/Destruction, inventory removal documentation, and service summary—are due within 10 business days of pickup; final TSDF certificates are due within 30 calendar days of receipt.
The contract is a single firm-fixed-price line item, rated order under the Defense Priorities and Allocations System. Evaluation uses lowest-price, technically acceptable methodology: the Government evaluates the lowest-priced quote for technical acceptability and past performance (rated Acceptable, Neutral, or Unacceptable); if unacceptable, evaluation proceeds to the next lowest quoter until finding a lowest-price, technically acceptable quote with acceptable or neutral past performance. The NAICS code is 562211, Hazardous Waste Treatment and Disposal. Questions should be directed to Kyle Link at kyle.link@usda.gov; site inspections may be scheduled with John Sorensen at john.sorensen@usda.gov or 254-770-6536. Service Contract Act wage determinations apply; prevailing wage rates and fringe benefits are established for Texas counties of Bell and Coryell.
