About this file
This is a Questions and Answers (Q&A) document for a federal waste disposal solicitation. The document addresses 21 inquiries from prospective contractors regarding the pickup and disposal of analytical laboratory waste and chemical inventory from a USDA facility located at 808 E Blackland Road.
The primary requirement involves the collection and proper disposal of hazardous waste from two on-site analytical laboratories (Smith and Yost chemistry labs), including spent catalyst/metal streams (which may be recovered/recycled), analytical waste drums with an average pH of 1.2, and various unused or partially used chemical products. The waste streams include mercury-bearing compounds and other materials requiring proper EPA waste code identification and RCRA/DOT-compliant packaging. The contractor must assume responsibility for gathering Safety Data Sheets, identifying EPA waste codes for items with missing classifications, packaging all materials according to RCRA and DOT requirements, and arranging certified laboratory fingerprint analysis if needed. The performance period runs from September 22, 2026 to November 23, 2026, with all pickup to be completed within this timeframe. The facility will consolidate items near the hazardous waste building and provide forklift assistance for loading. The Smith and Yost waste drums are already in UN-rated containers suitable for transport. The contractor must provide an initial signed generator manifest copy upon pickup to satisfy the 10-day deadline, with final TSDF disposal certificates due within 30 calendar days of receipt. Site visits are available by contacting John Sorensen at 254-624-7974 or john.sorensen@usda.gov, and photographs of the waste can be provided prior to the September 17 proposal due date.

1. Are there content labels for each item being disposed of?
Answer: Each item being disposed of will contain labels with the contents, or are the original labels from the manufacturer.
2. Classification of Elementar Waste Stream: Should the spent catalyst/metal stream be treated as RCRA hazardous waste requiring TSDF disposal or as non-hazardous laboratory solid waste suitable for metal recovery/recycling?
Answer: The Elementar waste (catalyst/metal) can be recovered/recycled. The drying agents used for the operation of the analytical waste are separate items.
3. Could you send over any available SDS documentation for the items listed in Attachment A, along with a few photos of the waste as currently staged/stored?
Answer: Photos of the waste to be removed can be provided, however the awarded contractor is responsible for gathering all SDS sheets and disposal protocols.
4. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past?
Answer: There has been waste removal in the past, however it is not a regularly recurring solicitation but is carried out as needed.
5. Are the products used or unused?
Answer: Some of the products listed in the inventory provided are unused, but most items have been partially used.
6. What is the unit for Ammonium Heptamolybdate in the Analytical Waste Chemical Composition drums?
Answer: The unit for the Ammonium-Hepotamolybdate is grams.
7. Do you have safety data sheets of the products?
Answer: Within the lab we have SDS sheets for our products, however the awarded contractor is responsible for gathering their own copies.
8. Attachment A waste inventory — Yost vs. Smith chemistry. The "Yost Inventory" estimated-amounts table (A04_SOW, page 6) appears identical to the "Smith Inventory" table (page 5) — the same chemicals at the same quantities, down to the milligram. Is this the Yost drums' actual composition, or should offerors treat it as a placeholder pending correction?
Answer: The Yost and Smith inventories are identical but are produced from separate analytical laboratories on site.
9. Delivery date vs. period of performance. The Schedule of Items (C04a, SF 1449) states a delivery date of 09/30/2026, while the line directly below it states a period of performance of 09/22/2026 to 11/23/2026. Could you confirm which date governs when pickup should actually be scheduled?
Answer: The pickup should be completed within the timeframe of 9/22/2026 to 11/23/2026.
10. Site visit / updated inventory. Given several EPA waste codes in Attachment A are listed as blank ("if known") and a few line items reference mercury-bearing compounds, would a short site visit or updated photos/inventory be possible before the September 17 due date?
Answer: Contact John Sorensen for a site visit at 254-624-7974 or john.sorensen@usda.gov.
Photos of the waste can be provided, the awarded contractor is responsible for identifying the EPA waste codes for the products listed in Attachment A.
11. Safety Data Sheets (SDS): Will the Government provide the applicable Safety Data Sheets for the products/materials included in the requirement?
Answer: No, the awarded contractor is responsible for gathering their own copies of the SDS sheets.
12. Photos of Items: Could the Government provide photographs of the containers/items to be picked up?
Answer: Yes, photos can be provided.
13. Access Information: Could you please provide any relevant access requirements or instructions for the pickup location, as well as the location(s) where the products are currently stored?
Answer: The products are currently stored at the facility in a hazardous waste building.
There is a road adjacent to the building where on the date of pickup all items will be gathered for ease of pickup.
14. Packaging: Is the contractor responsible for packaging all items for transportation, or will the items be packaged and ready for pickup by the Government?
Answer: The contractor is responsible for all packaging according to the RCRA and DOT requirements.
15. Condition and Preparation: Will the items be consolidated and prepared for pickup, or should the contractor anticipate any sorting, handling, or preparation prior to loading?
Answer: The products will be consolidated near the hazardous waste building. The awarded contractor will be responsible for packaging and preparing for transport.
16. Are the products in analytical waste drums used or unused?
Answer: The products within the waste drums are analytical waste from the laboratories on site and have been used.
17. Do you have pH readings of each Analytical Waste drum?
Answer: An average pH of the drums is 1.2.
18. Waste Characterization and Fingerprinting Requirements: Have the analytical waste drums been fully profiled and accepted by an established profile, or will on-site sampling and certified laboratory fingerprint analysis be required prior to transport?
Answer: On site sampling and certified laboratory fingerprint analysis will not be required for transport.
19. TSDF Deliverable Timeline Alignment: Does providing the initial signed generator manifest copy upon pickup satisfy the 10-day deadline, with final TSDF disposal certificates due within 30 calendar days of receipt?
Answer: Yes.
20. Container Status and Overpacking Scope: Are the existing containers UN-rated and certified for off-site DOT transport as-is, or must the contractor plan for lab-packing/overpacking into new UN-rated outer drums on site?
Answer: The waste from the Smith & Yost analytical labs are in UN-rated drums on site, the other items listed in Attachment A will be packaged according to RCRA and DOT requirements.
21. Facility Loading Logistics and Equipment Support: Is a loading dock, forklift, or pallet jack available at 808 E Blackland Road, or must the contractor supply all material handling equipment?
Answer: A forklift will be available to help with the loading of the waste after the contractor has properly packaged the products according to RCRA and DOT requirements.
