About this opportunity
The Defense Logistics Agency seeks removal, transportation, and disposal of hazardous waste from military installations in the Barstow/China Lake region and within a 50-mile radius of listed pickup locations, with proposals due October 1, 2026. This is a full and open competition renewal of the expired contract SP450022D0007 previously awarded to Industrial Waste Utilization of Montclair, California.
Place of performance spans 49 pickup locations across California and Nevada military installations including Edwards Air Force Base, Naval Air Weapons Station China Lake, Fort Irwin, Nellis Air Force Base, Creech Air Force Base, Tonopah Test Range, and multiple Army Reserve Centers. The contractor must handle RCRA hazardous wastes, non-RCRA wastes, state-regulated wastes, universal wastes, compressed gases, polychlorinated biphenyls (PCBs), and per- and polyfluoroalkyl substances (PFAS). Excluded waste types are infectious medical waste, DEA controlled substances, radioactive waste, ammunition, and explosives. All contractor personnel must be able to gain installation access. Standard removal timeframes are 15 business days for containerized waste and 5 business days for bulk waste; expedited 10-business-day service is available under separate CLIN 1098SV.
The contract structure is firm-fixed-price indefinite delivery/indefinite quantity with a 30-month base period beginning February 2027 and one 30-month option period beginning August 2029. Maximum contract value equals 125 percent of the successful offeror's combined base and option period pricing. NAICS code is 562211 (small business size standard $47 million). The solicitation is a combined synopsis/RFP for commercial items; this notice constitutes the only solicitation, and no separate written solicitation will be issued. Proposals must be submitted electronically in four volumes: certifications and price schedule, past performance, small business participation plan, and (for large businesses) small business subcontracting plan. Past performance references must independently submit completed questionnaires. Evaluation criteria rank past performance as most important, small business participation as important, and price as least important. The Government has established a Small Disadvantaged Business goal of 5.0 percent. Bidder questions and answers were most recently updated September 18, 2026, with revised Attachment 3 (pickup locations).
