About this file
This is a Questions and Answers (Q&A) amendment to a federal contract solicitation for waste disposal services (SP4500-26-R-0012), published on September 16, 2026. The solicitation is for an indefinite quantity contract with an estimated 60-month performance period (base plus option periods), though the Government has not disclosed a specific contract value. The contract will be structured as an indefinite quantity agreement, with the Government obligated only to order the minimum amount specified in Section 9.0 of the Performance Work Statement (Attachment 1). The maximum contract value will be calculated as 125 percent of the successful offeror's combined base and option period pricing (referenced in cell J459 of the Price Schedule).
The Q&A addresses ten key areas: contract pricing methodology and evaluation quantities; refusal to share incumbent contract data and invoices; geographic service region boundaries (defined as areas encompassing installations listed in Attachment 3, with locations beyond a 50-mile radius requiring bilateral modification); applicable wage determinations under FAR 52.222-41, 52.222-42, and 52.222-43 (Department of Labor Wage Determination 1996-0223 Revision 69, dated May 13, 2026); Acceptable Performance Level (APL) deduction methodology on a case-by-case basis with a rolling 12-month measurement period from award date; notification requirements for personnel removals and expedited services; disposal facility assignments for PFAS, PCB, compressed gas, and wastewater waste streams (offerors must identify compliant facilities from the DLA Qualified Facilities List); and submission format requirements permitting Volume I to be submitted as multiple files (PDF certifications and native Excel pricing) with no page limits for Volumes II through IV. An additional solicitation update with further bidder question responses is anticipated.

16SEP2026 - This update is being published to answer the below bidder questions.
1. QUESTION: What is the value of this contract?
ANSWER: The Government does not have a set value for this contract. The total value will be determined by the successful offeror's proposed prices and the actual quantity of services ordered over the life of the contract. An Independent Government Cost Estimate (IGCE) was prepared but is procurement-sensitive and will not be released.
2. QUESTION: Can you share the current contract and the three most recent invoices?
ANSWER: No. The incumbent's contract and, specifically, their invoices contain proprietary pricing and financial information that will not be released. All offerors are expected to build their proposals based on the requirements of the current solicitation.
3. QUESTION: Please clarify whether the estimated quantities in the Price Schedule represent anticipated quantities for each individual performance period, combined quantities for the full 60-month contract, or evaluation quantities only that do not represent anticipated usage.
ANSWER: The quantities in the Price Schedule are the Government's best estimate for each period. They are also provided for evaluation purposes to determine a total evaluated price. The resulting contract will be an indefinite quantity contract. The Government is only obligated to order the minimum amount stated in section 9.0 of the PWS (Attachment 1).
4. QUESTION: Please provide the estimated contract value used to establish the maximum of 125% and confirm whether the maximum applies to the combined base and option periods or separately to each period.
ANSWER: The estimated value of the contract is the total of the base period plus the total of the option period. The maximum value will be the total value of the successful offeror’s base period plus their option period multiplied by 1.25 (see cell J459 of the Price Schedule).
5. QUESTION: The PWS permits the Government to add pickup locations within the service region at no additional cost.
Please define the geographic boundaries of the “service region.” Confirm that a location outside the 50-mile radius of the locations identified at award would be added only through a bilateral modification with an appropriate price adjustment.
ANSWER: The "service region" is defined as the area encompassing the installations listed in Attachment 3. The Government's intent is to cover the areas surrounding these primary locations. Should a new requirement arise for a location significantly outside this established region (e.g., beyond a 50-mile radius of the nearest listed installation), the Government anticipates that it would be added via a bilateral modification that could include an equitable adjustment for any additional costs.

6. QUESTION: FAR 52.222-41, 52.222-42, and 52.222-43 apply, but no wage determinations were included in the documents provided. Please provide the applicable Department of Labor wage determination for each county or service location and identify the anticipated labor classifications. Please also confirm whether any collective bargaining agreement applies.
ANSWER: The applicable Wage Determination was provided in the description of this requirement and is Department of Labor Wage Determination (1996-0223) Revision 69, dated 05/13/2026, https://sam.gov/wage-determination/1996- 0223/69. The Government is not aware of any collective bargaining agreement applicable to the contract.
7. QUESTION: The APL provisions authorize monetary deductions but do not state the deduction amount or calculation.
Please provide the deduction methodology and clarify whether the 12-month measurement period is rolling or based on contract years, whether multiple errors on one Task Order count as one occurrence or multiple occurrences, and whether Government-caused or excusable delays are excluded.
ANSWER: The deduction methodology is on a case by case basis. In accordance with FAR 52.212-4(a), “the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services.”
To the maximum extent practicable, this will be completed with an agreement of the parties. The 12-month measurement period is a rolling 12 months from date of award. Multiple errors on one Task Order (e.g., late arrival and incorrect paperwork) will be counted as one occurrence. Approved Government-caused or other excusable delays will not result in an APL deduction.
8. QUESTION: The APL table states that personnel names must be provided at least 24 hours before removal “if required,” while Section 1.1.4 generally requires notification five business days before installation access and establishes separate expedited notification periods. Please confirm the controlling notification requirement for routine removals, substitutions, and expedited services.
ANSWER: The notification requirement in Section 1.1.4 a. is a different type of notification than the notification requirement in the ‘Compliant Removal’ Deliverable in the APL. Review the table in Section 1.1.4 d. for required notification times for expedited removals/performance. Also review Sections 1.1.10, 1.2.6, 3.0 and other areas throughout the PWS for additional compliant removal standards.
9. QUESTION: Please provide or identify the current contract-specific Facility-to-CLIN assignments applicable to the Price Schedule, particularly for PFAS, PCB, compressed gas, and wastewater CLINs.
ANSWER: The Government does not maintain a mandatory Facility-to-CLIN assignment list. The successful offeror is responsible for identifying and proposing disposal facilities that are properly permitted to accept each waste stream defined by the CLINs in the Price Schedule. Currently, the only facilities authorized to dispose of PFAS/PFOA are listed in the table above the searchable facility list on the following website: https://www.dla.mil/Disposition-

Services/Offers/Hazardous-Waste-Disposal/Qualified-Facilities-List/. The facilities on this website are authorized to receive any waste that is not explicitly restricted by the PFAS/PFOA list (in the table above the list), on the condition that they hold all necessary legal permits for the specific waste being disposed of.
10. QUESTION: Volume I includes both certifications and the native Excel Price Schedule. Please confirm that Volume I may be submitted as multiple files, such as a PDF for certifications and a native Excel workbook for pricing, provided all files are clearly labeled as part of Volume I. Please also identify any page limits that apply to Volumes II through IV.
ANSWER: Confirmed. Offerors may submit Volume I as multiple files (e.g., one PDF for certifications, one Excel file for the Price Schedule). There are no page limits for Volumes II, III, and IV. Offerors are reminded that concise and relevant information is valued. Please pay close attention to the instructions for offerors in Attachment 8.
NOTE: Another update to the solicitation is anticipated to be published at the end of this week with more answers to additional bidder questions.
