About this file

This is a Questions and Answers document issued as an amendment to federal contract solicitation SP4500-26-R-0012, updated 18 September 2026. The document addresses twelve bidder questions regarding waste management and environmental services, clarifying contract scope, performance standards, and operational requirements.

Key clarifications include: (1) Attachment 3 has been revised to include all installations authorized to issue task orders, with pickup locations either listed in the attachment or within 50 miles of listed locations, and the Government may add new pickup locations within the service region at no additional cost; (2) Installation access procedures vary by location with normal operating hours provided post-award, and contractors must coordinate appointments with the Contracting Officer's Representative; (3) All contractor personnel must be able to gain entry to installations to perform work; (4) Lab packing for up to 50 units requires 15 business days, with one additional business day for every five units over 50 (corrected example: 70 units = 19 business days total); (5) Three-business-day standards apply to general services such as preparing waste profile sheets; (6) CLIN 1098SV for 10-business-day expedited service remains available with paperwork due within five business days of removal; (7) CLIN 1095SV estimate of one unit per location is flexible, allowing multiple units per location; (8) Expedited containerized removal and bulk removal quantity limits represent maximum thresholds to prevent contractor overburden; (9) Daily Industrial Cleaning Services CLINs include setup and takedown but exclude separate billing for travel, mobilization, security delays, government-caused standby time, and weekend/overtime work; (10) PFAS/AFFF CLINs utilize incineration or landfill disposal at qualified facilities, with potential repricing available if post-award regulatory changes require costlier methods; and (11-12) Waste material profiles and past manifests are not provided, as offerors are responsible for proposal preparation based on issued solicitation documents and amendments posted to SAM.gov.

Updated 18SEP2026 SP4500-26-R-0012 PAGE 1 OF 3

18SEP2026 - This update is being published to answer the below bidder questions and to replace Attachment 3 with a revised Attachment 3.

1. QUESTION: Attachment 3 does not appear to include several installations referenced elsewhere in the PWS, including MCLB Barstow/Yermo/Nebo, MCAGCC Twenty-nine Palms, and Detachment 4, 645 MATS. Please provide a complete, authoritative list of installations and locations authorized to issue Task Orders under this contract. Confirm the complete physical address and applicable Generator EPA ID for each location. Also confirm whether the following Generators are no longer active pickup locations under the current contract: CA8170090023, CA0170090013, W5899UCESQGX, and CA8170024261. If these generators remain in scope for this contract, would you please provide the corresponding pickup location information for inclusion in Attachment 3?

ANSWER: The Government acknowledges these discrepancies. A revised Attachment 3, that includes all locations authorized to issue orders under this contract, has been posted in the ‘Attachments’ section of this solicitation. This revised Attachment 3 also includes updates for fields previously missing or inaccurate. Not all pickup point locations are going to be referenced in the PWS. All pickup point locations are located on Attachment 3 OR within a 50-mile radius of any pickup/service location listed on the Pickup Locations Table of the contract. The government may add new pickup locations situated within this service region at any time during the life of the contract at no additional cost to the government. Attachment 3 was part of our renewal process and was updated by our field CORs and Generators and is current.

2. QUESTION: Please provide the normal operating hours, appointment restrictions, escort requirements, vehicle restrictions, security processing times, and known blackout periods for each installation, particularly China Lake, Tonopah Test Range, Nellis AFB, Creech AFB, and Edwards AFB.

ANSWER: Specific installation access procedures vary per location. Normal operating hours vary per site and will be provided post award. The awardee will be responsible for coordinating specific appointments for each task order with the COR.

3. QUESTION: Please clarify whether routine drivers and field personnel require both DBIDS credentials and an initiated NACI or equivalent investigation with a favorable FBI fingerprint check, or whether the requirements in PWS Section

10.1 apply only to personnel requiring unescorted entry or information-system access. Please also explain how access will be handled for expedited one-business-day services.

ANSWER: As stated in the PWS, Installations have access requirements and the contractor will coordinate with the Government when pickups are scheduled. This will apply for one-day expedites as well. The controlling requirement is that all contractor personnel must be able to gain entry to the installation to perform the work.

4. QUESTION: Section 3.28 states that lab packing must generally be completed within 15 business days. For quantities greater than 50, it allows one additional business day for each five units; however, the example states that 70 units require 22 business days and references 20 business days for the first 50 units. Please provide the corrected lab-pack performance formula and a corrected example.

ANSWER: Base Time: 15 business days for up to 50 units. Additional Time: For quantities over 50, one additional business day is granted for every five units. For 70 units, the additional 20 units would require 20 / 5 = 4 additional days.

CORRECTED Total: 15 business days (for the first 50) + 4 business days (for the next 20) = 19 business days.

5. QUESTION: The Section 7.0 table assigns three business days to “Basic Waste Management Services (Section 3.28),” while the same table and Section 3.28 assign 15 business days to lab packing. Please identify the service intended for the three-business-day requirement and confirm the applicable timeframe for Section 3.28.

ANSWER: Three-business day standard is for general services. Example: Prepare Waste Profile Sheet.

6. QUESTION: CLIN 1098SV for 10-business-day expedited service appears in Sections 1.1.4 and 1.2.11 but is omitted from the Section 7.1 table. Please confirm that CLIN 1098SV remains available and that its paperwork is due five business days before performance.

ANSWER: Yes, 1098SV is available and paperwork is due within five business days of removal.

7. QUESTION: Section 7.1 states that only one unit of CLIN 1095SV is allowed per base and option period. Please confirm whether this is a contract-wide limit, a per-location limit, or a per-Task-Order limit.

ANSWER: One in section 7.1 is an estimate. More than one may be ordered per location.

8. QUESTION: For expedited containerized removals exceeding 40 55-gallon containers or the volumetric equivalent, and bulk removals exceeding one line, 40,000 pounds, or 5,000 gallons, will the Government order multiple units of the expedited CLIN? Please explain how the quantities will be calculated.

ANSWER: Those quantities are the limits on what a customer can put on expedited removals, as to not overburden contractors.

9. QUESTION: Please define one “standard workday” for the daily Industrial Cleaning Services CLINs, including billable working hours. Confirm whether travel, mobilization, setup, takedown, security delays, Government-caused standby time, overtime, and weekend work are included or separately ordered.

ANSWER: The PWS states work will typically begin at 8:00 a.m. (Sections 3.11.c and 3.14.c). The exact start and end times are dictated by the site's official hours. The daily ICS CLIN price includes all time and effort required for the setup and takedown of equipment necessary to perform the job (Sections 3.11.c and 3.14.c). Travel and Mobilization is not

Updated 18SEP2026 SP4500-26-R-0012 PAGE 3 OF 3 paid for separately and should be included in the price offered for the ICS CLIN. Security Delays, Government-Caused Standby Time, and Overtime and Weekend Work are not included.

10. QUESTION: Please confirm the currently authorized treatment and disposal methods for each PFAS/AFFF CLIN. If a post-award regulatory or DoD policy change requires a more costly treatment or disposal method, will the affected CLINs be modified and repriced through a bilateral contract modification?

ANSWER: In accordance with Section 2.4 of the PWS, PFAS/AFFF CLINs are incineration or landfill disposal. These services must be performed at a Treatment, Storage, and Disposal Facility (TSDF) that is specifically approved and listed on the Qualified Facilities List (QFL) as authorized for PFAS disposal. If a post-award regulatory or DoD policy change requires a more costly treatment or disposal method, the contractor can bring supporting information to the contracting officer for consideration. The contractor is reminded that the resultant contract will be a firm fixed priced contract for the duration of the contract period.

11. QUESTION: Please provide the Waste Material Profiles for the top waste streams that have historically shipped under each of the following Bulk CLINs: NR01B4, NR05B5, NR01B2, NR01B3, FL05B5, RE11B5, TX21B5, and NR05B1.

ANSWER: Waste Material Profiles are not included in the solicitation and will not be provided in response to this bidder question. Offerors are responsible for preparing proposals based on the solicitation as issued, including all attachments, and any amendments posted to SAM.gov.

12. QUESTION: Please provide 2-3 past manifests for shipments of waste under the following Bulk CLINs: NR01B6, TX07B6, and TX06B6.

Past shipment manifests for these bulk CLINs are not included in the solicitation and will not be provided in response to this bidder question. Offerors are responsible for preparing proposals based on the solicitation as issued, including all attachments, and any amendments posted to SAM.gov.
