About this opportunity
The Naval Air Systems Command is soliciting competitive fixed-price quotations for the testing, removal, and disposal of approximately 752 hazardous waste compressed gas cylinders, with quotations due June 4, 2026. The procurement is set aside 100% for women-owned small businesses (WOSB).
Place of performance is Fleet Readiness Center Southeast (FRCSE), Naval Air Station Jacksonville, Florida. The contract runs from June 18 through September 30, 2026. The cylinders include suspected hazardous materials with illegible, missing, or damaged labels and 143 unknown cylinders requiring field testing and identification prior to disposal. Offerors must propose fixed unit pricing for testing and complete disposal of each cylinder type (Small, Medium, Large) and unknown contents, with no cost-reimbursable line items or allowances permitted. The Government will not issue change orders or modifications to account for cost changes following cylinder inspection or identification. The contractor bears full responsibility for all labor, materials, tools, equipment, transportation, and supervision, including DOT-compliant preparation, waste manifest preparation per 40 CFR Part 262, and transport to permitted treatment, storage, and disposal facilities.
The solicitation is conducted under FAR Part 12 with LPTA evaluation prioritizing price and technical acceptability. Technical proposals must detail removal and transportation methodology, identification and disposal procedures, regulatory compliance with OSHA, EPA, DOT, and HAZWOPER standards, and a detailed project timeline. A mandatory site visit occurred May 14, 2026, with photographs and site attendee documentation posted to SAM.gov. Deliverables include an initial assessment inventory within seven calendar days and a comprehensive final technical report within 45 calendar days. Amendment 0003 (May 22, 2026) extended the deadline and added CLIN 0002 for contract data requirements; Amendment 0002 (May 1, 2026) added FAR Clause 52.222-90 (DEI discrimination prohibition); Amendment 0001 (April 23, 2026) initially extended the deadline. The NAICS code is 562211, and PSC is F108.
