About this file
This is a Questions and Answers document for federal contract N6852026Q1024, addressing inquiries regarding the disposal and characterization of gas cylinders at a Government facility.
The requirement involves the removal, testing, identification, and disposal of multiple cylinders of various sizes and contents, including known hazardous materials and unknown substances. The contract period of performance runs from 15 May 2026 through 30 September 2026. Cylinders are categorized by size (Small, Medium, Large) based on standard industry classifications, with photographs provided for visual reference. The cylinders include suspected hazardous materials (those with illegible, missing, or damaged labels) and 143 unknown cylinders requiring analytical testing for positive identification. Offerors must submit fixed unit pricing for testing and complete disposal of each cylinder type, including unknowns, with the option to provide separate pricing for testing and identification of unknown cylinders. The Government requires a total firm fixed price for the entire requirement with no allowances for cost-reimbursable line items. No change orders or unilateral modifications will be issued to account for cost changes following cylinder inspection, identification, or profiling. A site visit was scheduled for 14 May 2026 to allow offerors to visually inspect the cylinders and inform their proposals. The Contractor bears full responsibility for all labor, equipment, supplies, transportation, loading ramps, and materials required to perform work, with standard working hours defined as 8.5 hours between 6 a.m. and 2:30 p.m., Monday through Friday, Eastern Time. Cylinder processing must occur off-site, and cylinders meeting recycling requirements may be transported to certified reclamation facilities with full tracking documentation provided to the Government.

Offerors must propose a fixed unit price for the test and complete disposal of each cylinder type, including the unknowns.
Offerors may include separate pricing for the testing and identification of the unknown cylinders

The photographs provided represent the most current visual information available and are provided in lieu of a site visit.
10 Given that a portion of the cylinders are identified as unknown contents requiring field testing prior to disposal, we would like to confirm the preferred pricing approach for these items.
