About this file

This document is Amendment 0003 to solicitation N6852026Q1024, issued by the Fleet Readiness Center Southeast (FRCSE) at Naval Air Station Jacksonville on May 22, 2026. The amendment extends the response due date from May 28, 2026 to June 4, 2026, adds a new CLIN 0002 for contract data requirements, revises Statement of Work paragraphs 3.5-3.8 and adds paragraphs 3.9-3.10, updates the period of performance, and attaches a Draft Exhibit A.

The solicitation requires comprehensive hazardous materials disposal services for approximately 782 compressed gas cylinders of various types and sizes currently stored at FRCSE. The contractor must perform an initial on-site assessment, characterize and identify unknown cylinder contents through analytical testing or "Generator Knowledge" methodology, prepare cylinders for DOT-compliant transport, and arrange proper disposal or reclamation at permitted Treatment, Storage, and Disposal Facilities (TSDs) or certified reclamation facilities. Work must be completed between June 18 and September 30, 2026. The contractor bears responsibility for all labor, materials, tools, equipment, transportation, and supervision. Deliverables include an initial assessment inventory within 7 calendar days and a comprehensive final technical report within 45 calendar days, with copies of signed disposal manifests and certificates of disposal provided to the Technical Point of Contact. The evaluation criteria emphasize price (fixed unit pricing per cylinder with testing and complete disposal inclusive of all costs) and technical capability, with proposals requiring detailed methodology addressing cylinder removal and transportation, identification and disposal procedures, regulatory compliance with federal (OSHA, EPA, DOT, HAZWOPER) and state/local standards, and a detailed project timeline. CLIN 0001 covers the primary removal and disposal services with performance from June 18 to September 30, 2026, while CLIN 0002 addresses contract data requirements. The facility point of contact is Stephanie Bunnell at (904) 790-4841 or stephanie.bunnell.civ@us.navy.mil.

3.1 The Contractor shall provide all labor, supervision, transportation, vehicles, supplies, test equipment, materials, and tools required to perform work under this contract.

3.2 The Contractor shall do an initial assessment of all cylinders present onsite, including quantity, labeling, and condition.

3.3 The Contractor shall prepare cylinders for transport and ensure all cylinders are properly labeled and compliant with Department of Transportation (DOT) guidelines for transport over roadways.

3.4 The Contractor shall identify and document all cylinder materials with OSHAs Hazard Communication Standard (29 CFR 1910.1200) and other relevant regulatory guidelines.

3.5 The Contractor shall characterize and identify the contents of all unknown compressed gas cylinders. Analytical testing is the preferred method for characterizing unknown compressed gas cylinders. However, the Contractor may perform a hazardous waste determination using "Generator Knowledge" (pursuant to 40 CFR 262.11) if the cylinder's contents can be definitively identified through physical characteristics--such as markings, valve types, or Compressed Gas Association (CGA) connections--and the Contractor's professional expertise. Any determination made via Generator Knowledge shall be documented with written justification to ensure a compliant administrative record for disposal. Following positive identification, the Contractor shall ensure all cylinders are labeled appropriately in accordance with applicable federal and safety standards.

3.6 The Contractor shall manage the transport, reclamation, or disposal of all characterized cylinders in strict accordance with federal, state, and local regulations.

3.6.1 If the cylinder contents, or the physical cylinder itself (whether full, partially full, or empty), are designated for recycling or reclamation, the Contractor shall transport the materials to a certified reclamation facility. The Contractor shall maintain and provide full tracking documentation to the Technical Point of Contact (TPOC) to verify the receipt and processing of the cylinders at the reclamation facility.

3.6.2 If the material, gas, or physical cylinder cannot be reclaimed and is designated as waste, the Contractor shall transport the cylinders to a permitted Treatment, Storage, and Disposal Facility (TSDF). The Contractor shall provide a copy of the final, signed disposal manifest to the TPOC within 45 calendar days of shipment.

3.7 The Contractor shall provide a Technical Report - Study/Services (CDRL A001) via email to the Technical Point of Contact (TPOC). The reporting requirements shall be executed in two distinct phases as outlined below:

3.7.1 Initial Assessment Inventory: Within 7 calendar days of completing the on-site visit, the Contractor shall provide a comprehensive list of all cylinders found on-site. This tracking list must specify the exact quantity, structural/physical condition, known markings, and a separate count identifying the suspected unknown cylinders (per Section 3.2).

3.7.2 Final Characterization and Technical Report: Within 45 calendar days of completing the on-site visit, the Contractor shall deliver the final, comprehensive technical report. This report must consolidate all final project data, to include:

- Documentation confirming that all cylinders have been packaged, labeled, and prepared in accordance with DOT roadway guidelines (per Section 3.3) and OSHA Hazard Communication Standards (per Section 3.4).

- For known cylinders, formal documentation of identity.

- For unknown compressed gas cylinders, a detailed summary of the analytical testing results used to characterize the contents (per Section 3.5).

- Where "Generator Knowledge" (40 CFR 262.11) was utilized instead of analytical testing, the formal, written justification detailing the specific physical characteristics (e.g., valve types, markings, CGA connections) and professional expertise relied upon to establish the administrative record (per Section 3.5).

- A clear designation of the final path for each cylinder, categorized by those slated for recycling/reclamation (per Section 3.6.1) versus those designated as waste for TSDF transport (per Section 3.6.2).

3.8 The Contractor shall prepare documentation for each cylinder including the manifest, waste profile, and certificate of disposal /Land Disposal Restrictions (LDR), per 40 CFR Part 262. These manifests must be signed by the Public Works Department before leaving the Station and utilize EPA ID number FL6170024412. Final signed copies of manifests and certificates of disposal /reclamation must be provided to the TPOC immediately upon receipt from the receiving facility, not to exceed the timeline specified in Section 3.6.2.

3.9 The Contractor shall not proceed with any additional work or invoice any parts or services to the Government outside of the scope of this contract without an approved contract modification issued by the Contracting Officer.

3.10 The Government will review any reports and quotes generated by the Contractor and decide whether to approve any additional parts or services.

Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services

Miscellaneous text in this section has been modified to:

This addendum provides specific instructions for preparing and submitting proposals in response to this solicitation. All proposals shall be based on the requirements outlined in the Statement of Work (SOW).

A. FACTORS FOR AWARD

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1: Price

Offerors shall propose a fixed unit price for the testing (as required) and complete disposal of each cylinder. The price shall be inclusive of all labor, materials, tools, equipment, supervision, and transportation required to perform the work described in the SOW. Pricing should be based on the cylinder types and quantities listed in the SOW.

Factor 2: Technical Proposal

The technical proposal shall demonstrate the offeror's understanding of and capability to meet the requirements of the SOW. All pricing information must be excluded from the technical proposal and provided separately. The proposal must include a comprehensive plan detailing the disposal of all cylinders listed in the SOW.

The plan must address all applicable safety, environmental, and regulatory compliance standards as outlined in the SOW and, at a minimum, include the following sections:

1. Cylinder Removal and Transportation:

a. A detailed methodology for the initial on-site assessment, preparation, and removal of all cylinders from FRCSE.

b. Procedures for preparing cylinders for transport, ensuring proper labeling and compliance with all Department of Transportation (DOT) shipping regulations (e.g., 49 CFR 173.301).

2. Cylinder Identification and Disposal:

a. A description of the methods and procedures that will be used to test and identify the contents of all unknown and suspected-material cylinders. This description must address both analytical testing and, if proposed, the use of "Generator Knowledge" as detailed in SOW paragraph 3.5. If using Generator Knowledge, the offeror must describe their methodology for providing the required written justification.

b. The name(s) and location(s) of the permitted treatment, storage, and disposal facility (TSDF) and/or reclamation facility that may be used.

c. A description of the final disposal or reclamation procedures for each category of cylinder/material.

3. Regulatory Compliance and Documentation:

a. A summary of how the offeror will ensure compliance with all applicable federal, state, and local regulations listed in the SOW, including but not limited to OSHA (29 CFR), EPA (40 CFR), and DOT (49 CFR) standards.

b. A plan for preparing and managing all required documentation, including waste profiles, manifests, Land Disposal Restriction (LDR) forms, and certificates of disposal, in accordance with 40 CFR Part 262. The plan must acknowledge the requirement for the Public Works Department to sign manifests using EPA ID FL6170024412 before transport.

4. Project Timeline:

a. A projected detailed timeline for the entire project, from the initial site assessment to the delivery of the final certificate of disposal or reclamation to FRCSE.

All pricing information must be excluded from the technical proposal and provided separately.
