The Department of Agriculture Forest Service seeks hazardous tree removal and fuels management services on the Rogue River-Siskiyou National Forest in Oregon and Siskiyou County, California, with proposals due July 24, 2026. This is a total small business set-aside under NAICS 115310, Support Activities for Forestry.
Place of performance covers the Slater Fire and Wild Rivers Road system, encompassing approximately 92 miles of roads in base contract items plus 49 optional miles. Work includes felling, pruning, stacking, and slash treatment of fire-killed and danger trees within 200 horizontal feet (or 150 feet on downhill slopes exceeding 50%) from roadsides, with performance extending from August 1, 2026, through October 1, 2028.
Contractors must comply with prevailing wage rates under the Service Contract Labor Standards, ranging from $12.91 to $35.61 per hour depending on classification, and maintain current Motor Carrier Safety Act (MSPA) registration where applicable. All personnel must comply with OSHA regulations and ANSI tree care standards. Heavy equipment operations on seasonal roads are prohibited October 16 through May 31 without written approval, and wildlife seasonal restrictions apply March 1 through June 30. Ground-based equipment is limited to slopes of 35% or less. Contractors are prohibited from cutting live Sugar Pine, Brewer's Spruce, Black Oak, White Oak, and Port-Orford Cedar.
Evaluation weighs Technical Capabilities (equipment listing, quality assurance plan, and MSPA registration status) and Past Performance (relevant work from the past three years), with Price as the primary determining factor. Acceptable performance is defined as 95% completion of requirements, with 10% allowable deviation on hazard tree removal, cutting, and stump height inspections.
Amendment 0003 (effective June 26, 2026) responds to industry questions and updates the Performance Work Statement. A government-led site visit is scheduled for July 15, 2026, at the District Office in Cave Junction, Oregon; attendance is strongly encouraged but not required. All offerors must acknowledge receipt of all amendments by the July 24 deadline.
