About this opportunity

The U.S. Army Materiel Command Mission and Installation Contracting Command at Fort Eustis seeks quotes for hauling and disposal of lead-impacted soil from Grid 56 at Fort Leavenworth, Kansas to Johnson County Landfill, with quotes due September 8, 2026 at 2:00 PM CST. The procurement is a Total Small Business set-aside under NAICS 484220, Specialized Freight (except Used Goods) Trucking, Local, with a $34 million size standard.

Place of performance is Fort Leavenworth, Kansas (DoDAAC W90F2Q), with the destination Johnson County Landfill at 17955 Holliday Drive, Shawnee, Kansas. Period of performance runs September 14 through October 30, 2026, with actual hauling operations expected to last one to two weeks depending on weather. The contractor must provide three medium-capacity dump trucks (10–14 cubic yards) and transport approximately 250 tons (200 cubic yards) of non-hazardous, lead-impacted soil. The soil has been analyzed and profiled as non-hazardous under Kansas Department of Health and Environment Special Waste Authorization SWDA01618. The contractor bears all costs including landfill tipping fees determined by scale weight; if final haul amount exceeds the 250-ton estimate due to government-controlled moisture during loading, FAR Clause 52.236-2 (Differing Site Conditions) provides entitlement to equitable adjustment.

This is a firm fixed-price contract line item. Award will be made to the lowest-priced, technically acceptable, responsive quote from a responsible small business offeror. Quotes must be valid for at least 30 days and include technical responses, pricing with all costs, catalog and part numbers, and current SAM.gov registrations and representations and certifications. A mandatory site visit is scheduled August 20, 2026 at 1:00 PM CST at Fort Leavenworth, Building 48; vendors must register by August 19, 2026. Questions are due August 21, 2026 at 2:00 PM CST. Amendment 02, effective August 28, 2026, updated Section L (quote submission details), added a Questions and Answers attachment dated August 26, incorporated FAR 52.236-2 with Deviation 2026-O0038, and clarified working hours as 7:00 AM to 4:30 PM Monday through Friday, excluding 11 specified legal holidays. Payment is processed through the Wide Area Workflow (WAWF) system using electronic invoicing.
