About this file

This is a Questions and Answers document for federal contract opportunity W91QF4-26-Q-A030 for hauling and disposal of lead-impacted soil at Fort Leavenworth. The contract is a firm-fixed-price effort with a single contract line item (CLIN 0001) covering one job estimated at 250 tons/200 cubic yards of non-hazardous, lead-impacted soil. The period of performance runs from September 30, 2026, through December 1, 2026, with the actual hauling operation expected to last only one to two weeks depending on weather conditions. Quotes are due by Tuesday, September 8, 2026, at 2:00 PM CST and must be submitted via email to eric.p.grande.civ@army.mil with identifiable and legible text including vendor name, contact information, price, CAGE code, and UEI. No page limit applies to quote submissions.

The contractor must provide three medium-capacity dump trucks (10-14 cubic yards) available only during the active hauling operation, not continuously throughout the entire period of performance. The soil has been analyzed and profiled as non-hazardous with a Special Waste Authorization issued by the State of Kansas Bureau of Waste Management. The contractor bears all costs including landfill tipping fees determined by scale weight; if the final haul amount exceeds the 250-ton estimate due to government-controlled moisture during loading, FAR Clause 52.236-2 provides entitlement to an equitable adjustment once amounts are validated. Fort Leavenworth will handle all traffic control; haul trucks require tarping but not bed liners. Loading time is estimated at 30 minutes per truck. Gate entry procedures vary daily and contractors should allow early arrival time. The contractor may obtain Local Access Credentials for drivers or temporary day passes valid for one week. Representations and Certifications must be current through SAM.gov registration, though Section K does not require separate completion. No landfill profile submission is required, and the soil lab reports have already been coordinated with Johnson County Landfill and approved by the State of Kansas.

W91QF4-26-Q-A030 Hauling and Disposal of Lead-Impacted Soil Questions and Answers

1. The SOO requires the Hauler to provide three medium-capacity dump trucks “for the duration,” while the period of performance is September 30, 2026, through December 1, 2026. Does “for the duration” mean only the active hauling operation, or must three trucks be continuously committed or available throughout the full period of performance?

RESPONSE: Trucks only need to be available during this hauling operation. We don’t expect it to last more than a week or two; depending on weather.

2. Is the stated 250 tons / 200 cubic yards a guaranteed quantity or an estimate? If actual quantity or disposal weight materially differs from that amount, what adjustment, if any, is available under CLIN 0001’s firm-fixed-price “1 Job” structure?

RESPONSE: It is an (over) estimate. The contractor will need to contact Johnson County to get quoted disposal fees for this waste.

3. The SOO states that the Government will keep the soil moist until loading, while landfill tipping charges are determined by scale weight. Under the firm-fixed-price CLIN, how will weight above the stated 250 tons be handled if it results from Government-controlled moisture? Must the offeror include all such risk in its fixed price?

RESPONSE: Clause 52.236-2 will be added to the solicitation whereby if the amount exceeds the estimated the contractor would be entitled to an equitable adjustment if the final haul amounts are validated.

4. Please confirm the required quote-submission email address or other method, along with any applicable file-format, size, or page-limit requirements.

RESPONSE: Refer to Section L of the solicitation. Quote submission details have been added to this Amendment. Quotes will be submitted via email to eric.p.grande.civ@army.mil. Offers are due by Tuesday, September 8, 2026 at 2:00PM CST. Identifiable and legible text shall be used to include, but not limited to the vendor name, contact information, price, CAGE code, and UEI.

No page-limit requirement.

5. Just to be sure, does the contractor pay for the landfill / disposal fees, and then invoices

DOD?

mailto:eric.p.grande.civ@army.mil

RESPONSE: This is a singular firm fixed priced effort whereby the contract bears all costs to include landfill fees and as such bear this in mind when submitting your quote package.

6. Please provide the referenced schedule. This will determine how many times they need to obtain or renew visitor passes. Is the plan to haul all the material off in consecutive days, or will this be broken up?

RESPONSE: The contractor may obtain a Local Access Credential for drivers or other contract support throughout the Period of Performance not to exceed one year. For any personnel showing up for a singular day or an unknown intermittent time, would obtain a temporary day pass. A visitor pass is valid for one week.

7. Please provide copies of the soil lab reports. They would like to review them to confirm if the reports satisfy all landfill approval requirements. Alternatively, we can exclude the lab reports with the assumption that analytical data will be provided if awarded. Note that the landfill typically requires the lab report to be less than a year old. Also, depending on the site concerns/history, they may require analysis of more than just lead and/or metals.

RESPONSE: Soil sampling was coordinated with Johnson County Landfill and the State of Kansas. Results were provided for review and approval; a Special Waste Authorization/Permit was subsequently issued by both entities.

8. What is the history of the site that initially caused contamination concerns? This information will help profile the waste for the landfill.

RESPONSE: The soil analysis was reviewed by Johnson County Landfill and the State of Kansas. The soil has been profiled for the landfill. You will provide the Special Waste Authorization Number/manifest documentation to the landfill with each load as it arrives.

9. Does the proposal need to include landfill disposal costs?

RESPONSE: This is a singular firm fixed priced effort whereby the contract bears all costs to include landfill fees and as such bear this in mind when submitting your quote package.

10. Do they need to submit a profile to the landfill for approval?

RESPONSE: No.

11. During the site visit presentation, it was stated that Section K – Representations, Certification, & Other Statements does not need to be completed as long as the contractor has a current Sam.gov registration and affirms in the quote that the information in the

Sam.gov registration is current, please confirm that Section K does not need to be filled out.

RESPONSE: Section K – Representations, Certification, and Other Statements do not need to be filled out. However, offeror's Representations and Certifications must be updated and current through the offeror's SAM registration which may be referenced at https://www.sam.gov to be considered for award.

12. During the site visit presentation, it was stated that the schedule could be as short as three days, please confirm that the intent is to haul each day until the project is completed.

https://www.sam.gov/

18. In the Statement of Objective it includes Figure 2: Haul Route which is a different route than the handout given at the site visit. Please confirm the correct haul route.

RESPONSE: The route included in the bid packet is the correct route. Disregard what was provided at the site.

19. During the site visit there appeared to be construction along Hancock Ave., please confirm that this road is acceptable to use for the haul route.

RESPONSE: Refer to the route in the bid packet. Trucks will cross Hancock on Iowa Ave.

Construction should not be an issue.

20. Are there any weight limits on the haul route? If so, please provide the weight limits.

RESPONSE: There are no weight limits on Fort Leavenworth.
