About this file

This is a Statement of Objectives (SOO) for transport and disposal of lead-impacted soils from Fort Leavenworth to Johnson County Landfill in Kansas. The contract is a non-personal services agreement dated August 20, 2026, requiring safe hauling of approximately 250 tons (200 cubic yards) of lead-impacted soil from Grid 56 at Fort Leavenworth to Johnson County Landfill located at 17955 Holliday Drive, Shawnee, Kansas 66217. The work will occur between September and October 2026. The Fort Leavenworth Directorate of Public Works (DPW) will excavate and load the soil onto contractor-provided trucks, while the contractor is responsible for transportation and safe delivery to the landfill operating under Kansas Department of Health and Environment Special Waste Authorization SWDA01618.

The contractor must provide three medium-capacity dump trucks (10 to 14 cubic yards) and coordinate closely with DPW Environmental Division (POC: Melissa Dowling, 520-706-7858) before beginning work, with staggered truck arrivals scheduled one hour apart to minimize traffic impacts. Key tasks include obtaining pre-delivery coordination with Johnson County Landfill (POC: Karla Scarce, 262-532-8005), securely tarping all trucks during transit to prevent dust or material release, clearly identifying the waste upon arrival referencing the Special Waste Authorization, and collecting all weight tickets and manifests. The contractor must establish a billing account with Johnson County Landfill and provide copies of invoices documenting each load and tonnage. Final deliverables include a comprehensive invoice with legible copies of all weight tickets and manifests from the landfill, plus an itemized invoice separately listing Hauling Fees, Tipping Fees, Environmental Fees, and any other fees. The contractor must submit one hardcopy and one electronic version of all deliverables to the designated DPW point of contact.

Transport and Disposal of Lead-Impacted Soils (Grid 56)

20 AUGUST 2026

1. Introduction and Overview

This is a non-personal services contract to provide transport and disposal of lead-impacted soil from Fort Leavenworth to Johnson County Landfill under Kansas Department of Health and Environment Special Waste Authorization SWDA01618. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the services defined in this Performance Work Statement except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.

1.1 Background

The Hauler will work with DPW on designated days and times to safely remove and dispose of soil. To ensure environmental compliance and safe transport, the responsibilities for this operation are divided between Fort Leavenworth Directorate of Public Works (DPW) and the Hauler. The material will be excavated and stockpiled at the site. DPW will load trucks. The Hauler will transport material safely to Johnson County Landfill, 17955 Holliday Drive, Shawnee, KS 66217.

1.2 Scope of Work

The work consists of furnishing all labor, equipment, and materials to safely haul an estimated 250 tons (200 Cubic Yards) of lead-impacted soil from Fort Leavenworth to the Johnson County Landfill (17955 Holliday Drive, Shawnee, KS). DPW will excavate lead-impacted soil at the origin site and load onto the Hauler's dump trucks. DPW will keep soil moist until it is loaded onto trucks for disposal. DPW will secure and provide the primary KDHE Special Waste Authorization (SWDA01618) to permit disposal by the Hauler. The Hauler will have a billing account with the Johnson County Landfill and provide a copy of the invoice that includes each load dumped and tonnage. The point of contact at the landfill for this special waste disposal is Karla Scarce (262) 532-8005, kscarce@wm.com. Reach out to Ms. Scarce for assistance setting up the account, if needed. The Hauler shall take all reasonable measures necessary to minimize the disruption of the occupants during performance of contract work.

1.3 Objectives

Task 1, Equipment: The Hauler shall provide three (3) medium capacity dump trucks (10 to 14 CY) for the duration of the hauling operation.

Task 2, Coordination: Before starting any work, the Hauler will contact and coordinate with the DPW Environmental Division. POC: Melissa Dowling (520) 706-7858. It is expected trucks will arrive at the site staggered by one hour to reduce traffic impacts and idle time of equipment. Each truck will receive a Special Waste Manifest from DPW for each load prior to hauling to the landfill.

Copies of manifests shall be given to DPW personnel to track the loads, tonnage, and costs. In addition, verbal notification shall be given to the Contracting Officer or their designated representative prior to starting work.

Task 3, Pre-Delivery Coordination: The Hauler shall contact Johnson County Landfill prior to delivery of any waste to receive explicit permission to arrive. POC is Karla Scarce (262) 532-8005.

Task 5, Arrival Protocol: The Hauler will clearly identify the waste to the landfill operator upon arrival, referencing the Special Waste Authorization (SWDA01618). The Special Waste Manifest will be provided to the landfill scale operator upon arrival. A copy of the final weight and cost manifest will be given to the truck driver before leaving the landfill.
