About this opportunity

Luke Air Force Base, through the Department of the Air Force Air Education and Training Command, seeks hangar and roll-up door maintenance and repair services for a five-year period, with proposals due June 18, 2026 at 1000 MST. The procurement is a 100% HUBZone small business set-aside with NAICS 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance).

Place of performance is Luke AFB, Arizona (14185 Falcon St, Luke AFB, AZ 85309). The contractor must perform annual inspections on 52 aircraft hangar doors and 18 dock levelers, semiannual inspections on 335 overhead/sectional roll-up doors, annual fire door drop tests per NFPA 80 Chapter 5, preventive maintenance on all door systems, and routine service calls with a one-hour callback response time and eight-hour on-site arrival requirement during normal business hours (7:00 a.m. to 4:00 p.m., Monday–Friday, excluding federal holidays). The contractor must complete troubleshooting and return doors to operational status within two Luke AFB workdays unless otherwise approved by the Contracting Officer's Representative. Repairs or replacements exceeding $2,500 in estimated cost require formal proposals and separate task order authorization.

The contractor must be licensed by the State of Arizona with personnel possessing at least five years of experience repairing the specified equipment and certified to perform fire door drop tests per NFPA 80, Chapter 5. All personnel require base identification passes obtained through the 56th Security Forces Squadron. The contractor must submit a Quality Control Plan within 30 days of award and designate a qualified QC inspector as primary point of contact. All hazardous materials must be pre-approved by the contracting officer using AF Form 3952. The contract includes a base year from July 1, 2026 through June 30, 2027, plus four one-year options through June 30, 2031. Award will be made to the lowest-priced technically acceptable offeror with a Green or better Supplier Performance Risk System rating. Funds are not presently available; no award will be made until funds are available.

Most recent amendments: Amendment 0002 (June 15, 2026) clarified sections 1.2.4.1 and 1.3 of the PWS and extended the due date to June 18, 2026.

**UPDATE AS OF 15 JUNE 2026: AMENDMENT 0002 - Since posting the amendment, we received another request to clarify the PWS further. Please see attached updated PWS with changes to sections 1.2.4.1 and 1.3. Proposals have been extended to 18 June at 1000.**

**AMENDMENT 0001 - A discrepancy between our PWS and Bid Schedule was brought to our attention as well as a few other items. Please see attached updated PWS with changes made to 1.3 and Table 1.0 as well as updated bid schedule. Considering these changes, we are extending the due date to 16 June 2026 at 1000 MST.**

The work to be completed under this requirement consists of providing for the following services: inspections and maintenance on all overhead rollup and sectional doors (semi-annual), scheduled and unscheduled maintenance and repairs, and management support of all assigned hangar roll-up doors, and associated equipment in strict compliance with the specifications of the proceeding contract and PWS.
