About this opportunity

The Department of State Office of Acquisition Management is seeking to procure three handheld mass spectrometer devices with a two-year warranty. The key objectives are to equip the Jamaica Customs Agency (JCA) and Jamaica Constabulary Force (JCF) Narcotics unit with the latest technology to effectively detect and identify synthetic drugs, including fentanyl and its analogues. The handheld mass spectrometers must meet detailed technical specifications, including the ability to detect trace amounts of fentanyl. Proposals will be evaluated on a lowest-priced, technically acceptable basis. Questions are due by May 1, 2024, and proposals are due by 5:00pm local Washington D.C. time on June 4, 2024.

This opportunity is set aside for small businesses. The place of performance is Jamaica. The government will accept fentanyl test strips with greater sensitivity made in the U.S., and will allow for two separate drop shipments to Doral, FL to minimize shipping costs. Delivery of the devices is required within 15 business days from award, and the vendor must provide on-site training for 12 JCA and JCF staff at the U.S. Embassy in Kingston, Jamaica.
