SCOPE OF WORK

Handheld Mass Spectrometers

1. GENERAL

The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of illegal drugs into the

United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to effectively meet the listed goals is to partner with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.

The Department of State’s Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of

State.

2. BACKGROUND

Jamaica growing crisis with the illicit drug and weapons trade, and overall transnational crime with associated growing violence, has made it a high priority for the U.S. to equip the Jamaica Customs

3. OBJECTIVE

There is need for the Government of Jamaica (GoJ) to expand the JCA and JCF Narcotics unit capability to effectively and efficiently build their capacity to detect and identify traces of fentanyl, synthetic drugs, and other new psychoactive substances using the most updated equipment with special emphasis on the analysis of fentanyl, and fentanyl analogues. The device will increase the operational and analytical capacity of the two agencies to obtain and provide rapid accurate analysis that will allow for improved capacity to screen a wider range of seized material. Additionally, the device will increase the reporting of analytical results and improve risk assessment by providing real time analysis to Case Receival Officers and Forensic Science Officers with preliminary information on the content of the traces of seized materials which will allow them to exercise extreme caution, if needed.
