About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 23, Network Contracting Office 23, is conducting a sources sought to identify qualified vendors for fire extinguisher inspection and service at the St. Cloud VA Healthcare System in St. Cloud, Minnesota, with responses due by 5:00 PM Central Time on August 5, 2026. This is a Request for Information; no solicitation has been issued.

The VA intends to award an annual firm-fixed-price contract structured with pre-priced Contract Line Items covering all possible inspection and service scenarios. The St. Cloud VA Medical Center will issue task orders against these pre-priced CLINs as needed based on inspection results. The price schedule template requires offerors to provide pricing for general services (annual extinguisher inspection, tamper seal, annual service charge) and for seven extinguisher types and sizes across multiple service categories (replacement, hydro testing, recharge, decommissioning) over a base year plus four option years.

The VA explicitly requests industry feedback on whether this pricing-schedule model effectively captures all required services or whether alternative contracting approaches would better serve procurement objectives. The requirement is classified under NAICS 541990 (size standard $19.5 million) and PSC H342. Market research results will inform whether the VA proceeds with unrestricted, small business set-aside, or socio-economic small business set-aside procedures in any future formal solicitation, which will likely utilize FAR Part 12 simplified acquisition procedures. VAAR clause 852.219-75 regarding limitations on subcontracting may apply if a socio-economic set-aside is used.

Responses must be submitted by email to Joseph.Bennett@va.gov with solicitation number 36C26326Q0978 in the subject line and include company name, SAM UEI, contact information, business size classification, and socio-economic status if applicable.
