About this opportunity
Naval Sea Systems Command seeks design, fabrication, rapid prototyping, and technology integration services for the Weapons Control and Integration Department at Naval Surface Warfare Center Dahlgren Division, with proposals due June 22, 2026. This is a Total Small Business IDIQ solicitation.
The requirement covers circuit board design, Radio Frequency distribution assemblies, mechanical fabrication, fabric assemblies, battery assemblies, and mechanical and electromechanical assemblies. Place of performance is Dahlgren, VA. The solicitation is structured as a Small Business Set-Aside Multi-Award Contract IDIQ with a contract ceiling of $97,192,975 over a 60-month ordering period (September 1, 2027, through August 31, 2032). Awards will consist of Cost-Plus-Fixed-Fee and Firm-Fixed-Price delivery orders.
Mandatory requirements include a design and manufacturing facility located within 300 miles of Dahlgren, VA, and ISO 9001 or higher and AS9100 or higher quality certifications. All work shall be performed at the unclassified level. Delivery Order 0001 (kick-off meeting) is awarded for $500; offerors propose costs for Delivery Order 0002, a 12-month CPFF level-of-effort contract with estimated direct labor of 3,030 hours and materials capped at $9,500,000. Evaluation criteria in descending order of importance are Technical Understanding (including technical capability/facilities, bid sample inspection, and quality assurance), Management Capability, Past Performance, and Price. Technical proposals are limited to 35 pages. The incumbent contractors are HART Technologies and QinetiQ Inc. Amendment 0001 was released May 28, 2026, extending the due date from June 5 and removing evaluation criteria regarding in-house versus outsourced work ratios and anticipated manufacturing complexity. The Q&A release R2 was updated June 4, 2026.
