About this file

This is a Questions and Answers document from Solicitation N00178-26-R-0010 for the Department of the Navy Naval Sea Systems Command, released in response to inquiries about a prototyping and fabrication requirement supporting the Weapons Control and Integration Department at Naval Surface Warfare Center, Dahlgren Division. The solicitation, originally released May 7, 2026, addresses design and fabrication services for circuit board design, Radio Frequency distribution assemblies, mechanical fabrication, fabric assemblies, battery assemblies, and mechanical and electromechanical assemblies.

Key clarifications from the Q&A include: Key Trademarks (KTRs) must complete all representations and certifications fill-ins; offerors must propose the personnel needed for delivery order 002; the government removed evaluation criteria regarding in-house versus outsourced work and will remove language about anticipated manufacturing complexity growth in Amendment 1; bid samples require both a physical PCB board and a separate 6-page narrative on the offeror's process/approach, in addition to the 35-page technical volume limit; no Bill of Materials will be provided, and offerors must fabricate the sample board using provided Gerber files and .GM3 CAM files; via in pad process, via plugs, and via caps are required due to design constraints; the proposal due date was extended to June 22, 2026 at 12:00 PM; Altium project files will not be provided; and offerors must reference specific CAM files for board production purposes.

SOLICITATION Q&As CLEAN NAVSEA H Dept Weapons and Control & Integration Prototyping and Fabrication - N00178-26-R-0010 Q&A from Solicitation Released 5/7/2026

Question #SubmitterDateQuestionFinal Response (Published) by Contracts
15/19/26Will the government clarify if Section K Representations and Certifications is required to be submitted? The Revolutionary FAR Overhaul (RFO) removed 52.204-8 Annual Representations and Certifications. KTRs are required to complete all fill-ins throughout the solicitiation.
25/19/26Can the government clarify the requirements for personnel numbers and qualification?Offeros are expected to propose the amount of personnal needed to accomplish delivery order 002.
35/19/26Section M, Factor 1 Element It appears the definition of Element 1 and Element 2 have duplicate headings and are out of order.
QUESTION: Can the government confirm that, while out of order, the definition under the second instance of Element 1: Technical Capability/Facilities and Element 2: Bid Sample are correct? The Government can not identify the error called out, please specify where exactly there is confusion is, page number, paragraph etc.
45/19/26Section M, Factor 1 Element 1: Technical Capability/Facilities states:

"The Government will evaluate the ratio of how much work is completed in-house compared to outsourcing to vendors."

The draft language in Section L Factor 1 Element 1: Technical Capability/Facilities aligned to this evaluation criteria was struck from the final version of the RFP language.

QUESTION: Will the government consider striking the above evaluation since does not align to the final Section L.The Government will remove this statement "The Government will evaluate the ratio of how much work is completed in-house compared to outsourcing to vendors" as part of Amendment 1.
55/19/26Section M, Factor 1 Element 1: Technical Capability/Facilities states:

"The Government will evaluate the capabilities the Offeror has available to them for future delivery orders that will have more complexity in manufacturing"

QUESTION: Will the government clarify in what area(s) the anticipated growth in complete will occur as there is no supporting language in Section L Factor 1 Element 1: Technical Capability/Facilities?The Government will revise section M Factor 1 Element 1 to remove the language "The Government will evaulate the capabilities the offeror has available to them for future delivery orders that will have more complexity in manufacturing".
65/20/26Does the Bid Sample require the bidders to submit a physical PCB, a 6 page narrative on our process/approach, or both?Yes, the Government wants potential offerors to provide the actual board as well as an additional 6 page narrative on their approach.
75/20/26A BOM was not included with the TDP that was provided. Will the Government be providing a BOM and require the bidders to assemble the sample PCB, or is the Government expecting a board only?”No, the Government does not intend to provide a BOM, and is expecting only a bid sample board.
85/21/26Can the Government clarify that the attached “move.png” shows four through vias that are close enough in the pads to cause assembly issues without the via in pad process. Would it be possible to have these vias moved to avoid this process?".The Government has determined the vias can't be moved because of the size design. Via in pad process, via plugs and via caps will be required for this build.
95/26/26Will the Government consider extending the proposal due date by 2 weeks?Yes, The Government will revise the proposal due date to 22 June, 2026 at 12:00PM.
2nd Round
105/28/26Will the Government be providing the Altium Project File for the purpose of fabricating a board? The Government will not provide Altium files for board production. For the purpose of the bid sample, gerber files were provided along with "read me files" which is sufficient to fabricate the board. The current build instructions support assembly.
115/29/26In response to questions 6, is the 6 page PCB process/approach narrative in addition to the 35 pages allowed in the technical volume?Yes, the 6-page PCB process/approach will be separate from the 35-page limit for the technical volume located on page 66 of 82 Section L.2 ORGANIZATION AND MINIMUM CONTENT OF THE PROPOSAL.
126/1/26Can the Government clarify the name and file type for the board production purposes?Offerors should reference the CAM file within extension .GM3 located in the Gerber folder provided in the TDP package files to all Offerors who submitted applicable ISO 90001 certification.
