About this file

This is a Questions and Answers document for Federal Solicitation N00178-26-R-0010, issued by the Department of the Navy Naval Sea Systems Command (NAVSEA) on May 7, 2026, for the Weapons Control and Integration Department at Naval Surface Warfare Center Dahlgren Division. The solicitation seeks design and fabrication, rapid prototyping, and technology integration services for circuit board design, Radio Frequency (RF) distribution assemblies, mechanical fabrication, fabric assemblies, battery assemblies, and mechanical and electromechanical assemblies.

Nine clarifications were provided through the Q&A process (dated May 19-26, 2026) addressing contract administration, personnel qualification requirements, and evaluation criteria. Key clarifications include: Key-to-Respond (KTR) contractors must complete all fill-ins throughout the solicitation; offerors must propose the amount of personnel needed for delivery order 002; and the bid sample requirement consists of both an actual printed circuit board (PCB) and a 6-page narrative describing the offeror's process and approach. The government confirmed that no Bill of Materials (BOM) will be provided and that the via-in-pad process with via plugs and via caps will be required for the build due to design constraints. Two substantive revisions to evaluation criteria in Section M were announced: removal of language evaluating the ratio of in-house work versus outsourcing and removal of language regarding anticipated manufacturing complexity capabilities. The proposal due date was extended from the original deadline to June 22, 2026 at 12:00 PM. Amendment 001 and the Q&A document were released on May 28, 2026.

Question #SubmitterDateQuestionFinal Response (Published) by Contracts
15/19/26Will the government clarify if Section K Representations and Certifications is required to be submitted? The Revolutionary FAR Overhaul (RFO) removed 52.204-8 Annual Representations and Certifications. KTRs are required to complete all fill-ins throughout the solicitiation.
25/19/26Can the government clarify the requirements for personnel numbers and qualification?Offeros are expected to propose the amount of personnal needed to accomplish delivery order 002.
35/19/26Section M, Factor 1 Element It appears the definition of Element 1 and Element 2 have duplicate headings and are out of order.
QUESTION: Can the government confirm that, while out of order, the definition under the second instance of Element 1: Technical Capability/Facilities and Element 2: Bid Sample are correct? The Government can not identify the error called out, please specify where exactly there is confusion is, page number, paragraph etc.
45/19/26Section M, Factor 1 Element 1: Technical Capability/Facilities states:

"The Government will evaluate the ratio of how much work is completed in-house compared to outsourcing to vendors."

The draft language in Section L Factor 1 Element 1: Technical Capability/Facilities aligned to this evaluation criteria was struck from the final version of the RFP language.

QUESTION: Will the government consider striking the above evaluation since does not align to the final Section L.The Government will remove this statement "The Government will evaluate the ratio of how much work is completed in-house compared to outsourcing to vendors" as part of Amendment 1.
55/19/26Section M, Factor 1 Element 1: Technical Capability/Facilities states:

"The Government will evaluate the capabilities the Offeror has available to them for future delivery orders that will have more complexity in manufacturing"

QUESTION: Will the government clarify in what area(s) the anticipated growth in complete will occur as there is no supporting language in Section L Factor 1 Element 1: Technical Capability/Facilities?The Government will revise section M Factor 1 Element 1 to remove the language "The Government will evaulate the capabilities the offeror has available to them for future delivery orders that will have more complexity in manufacturing".
65/20/26Does the Bid Sample require the bidders to submit a physical PCB, a 6 page narrative on our process/approach, or both?Yes, the Government wants potential offerors to provide the actual board as well as an additional 6 page narrative on their approach.
75/20/26A BOM was not included with the TDP that was provided. Will the Government be providing a BOM and require the bidders to assemble the sample PCB, or is the Government expecting a board only?”No, the Government does not intend to provide a BOM, and is expecting only a bid sample board.
85/21/26Can the Government clarify that the attached “move.png” shows four through vias that are close enough in the pads to cause assembly issues without the via in pad process. Would it be possible to have these vias moved to avoid this process?".The Government has determined the vias can't be moved because of the size design. Via in pad process, via plugs and via caps will be required for this build.
95/26/26Will the Government consider extending the proposal due date by 2 weeks?Yes, The Government will revise the proposal due date to 22 June, 2026 at 12:00PM.
