9. BASIS FOR AWARD:

The Contractor’s proposal will be evaluated based on the following three (3) Factors:

Factor I. Technical & Quality Approach II. Rapid Prototyping & Project Management Factors III. Total Evaluated Cost

The source selection Factors listed above are in descending order of importance. Factor I is more important than Factor II. Non-cost Factors I & II when combined are significantly more important than Factor III, Total Evaluated Cost. Factor III is not assigned an adjectival rating. Although Total Evaluated Cost will not be part of the technical evaluation, it will not be ignored. Factor III (Total Evaluated Cost) will become increasingly more important when technical evaluation scores become closer in determining the best value to the Government. for award of this Delivery Order.

-Each Offeror will be evaluated relative to these best value trade-off source selection Factors. Factor I and II will receive its own adjectival rating in accordance with adjectival rating definitions identified in Section M of Solicitation No. N0017827R4402.

-An adjectival rating of Marginal or Unacceptable in anyone (1) Factor will result in the entire proposal being deemed Unawardable.

Best Value Trade-off Award Consideration: The Government intends to award a Delivery Order to the responsible Offeror whose proposal represents the Best Value to the Government. The proposal that provides the best value to the Government will be awarded the Delivery Order. The proposal will be selected using a trade-off process which permits trade-offs among cost and non-cost Factors.

Accordingly, the Government may accept other than the lowest priced proposal where the perceived benefits of the higher priced proposal merit the additional price.

Conversely, the Government may select a lower priced, lower rated proposal if the Government determines that the premium associated with the higher rated proposal is not justified.

FACTORS

Factor I: Technical & Quality Approach

The Contractor's proposal will be evaluated primarily on its ability to demonstrate the company’s ability to produce functional, high-quality product, while minimizing program risk. Key evaluation elements include demonstrated technical expertise, robust internal processes, effective risk reduction strategies, and the ability to propose alternate part numbers that enhance quality while strictly conforming to Technical Data Packages (TDPs).

Factor II: Rapid Prototyping & Project Management Factors

The Contractor proposal will be evaluated primarily on turnaround time (lead times for fabrication and assembly and delivery) and the ability to describe the company’s management methodology for handling supply chain constraints and managing second tier vendors.

Factor III: Total Evaluated Cost

Cost proposals will be evaluated to establish the most probable cost for the Government, verify the offeror's understanding of the work, and determine their ability to perform the contract. Unrealistically low costs lacking sufficient supporting data will be adjusted upward to reflect a more probable Government cost estimate, and the presence of such costs will be factored into the overall assessment of cost and performance risk. Proposals evaluated to be unrealistically low may be deemed unacceptable and ineligible for award, at the discretion of the Contracting Officer.
