About this opportunity

The Department of the Air Force Pacific Air Forces seeks to establish multiple-award Blanket Purchase Agreements for commercial gym membership services across Australia, with quotes due October 13, 2026, at 11:00 AM AEST. This is full and open competition under NAICS 713940 with no set-aside; the Government intends to award BPAs to all responsible offerors submitting conforming quotes with fair and reasonable pricing.

Place of performance covers all Australian states and territories, with initial required service areas and target cities including Canberra, Sydney, Brisbane, Darwin, Alice Springs, Perth, Melbourne, Cairns, and Adelaide. Offerors are not required to provide coverage in every location or membership type and may submit pricing for any combination they can service. The BPA has an administrative ceiling of $2.5 million USD across all holders combined, with a five-year period of performance. The Government estimates approximately 20–40 memberships in Canberra and 30–60 in Brisbane as initial requirements, but no minimum orders or quantities are guaranteed; call orders will be placed as requirements arise.

The Government's preferred membership model is the Preferred Transferable Membership Slot, which allows reassignment of remaining membership terms to different authorized individuals without additional fees. Contractors must offer firm-fixed-price memberships for Month-to-Month, 3-Month, and 12-Month terms and activate memberships within three calendar days of Call Order issuance. All facilities must comply with Australian Work Health and Safety laws, maintain daily professional cleaning and sanitization, and provide comprehensive commercial-grade fitness equipment. Pricing must be submitted in Australian Dollars exclusive of GST, with all payments made in AUD via Direct Bank Transfer, Government-Wide Purchase Card, or Wide-Area Workflow. Price is the sole evaluation factor for BPA establishment, assessed on fairness and reasonableness. Amendment 0002 extended the deadline from October 6 and updated the contracting officer to Tevin M. Brown; Amendment 0003, issued October 7, added one Q&A. Offerors must acknowledge receipt of all amendments with their quote submission.
