About this file
This is a Request for Information (RFI) Questions and Answers document for Solicitation FA523426Q0020, addressing clarifications regarding a Blanket Purchase Agreement (BPA) for Gym Membership Services in Australia, dated 25 September 2026.
The document clarifies key contractual and operational requirements for offerors. U.S. small businesses are eligible to serve as prime contractors and may subcontract with Australian gym facilities while maintaining full responsibility for all BPA performance and administrative requirements. Offerors must complete pricing templates by entering applicable fees (Initiation Fees and Key Fob/Access Card fees) in Australian Dollars exclusive of GST; blank entries or $0.00 notations are acceptable if no fees apply. The Government cannot provide specific estimated membership quantities by location but has identified immediate need in Canberra and Brisbane, with other listed locations included for future flexibility as mission needs arise. Regarding payment, offerors may propose Electronic Funds Transfer into U.S.-based bank accounts that accept AUD wire transfers, with final payment instructions established at the Call Order level. The preferred Transferable Membership Slot model allows memberships to remain assigned to a primary location while permitting usage across participating clubs, with the ability to reassign remaining membership term to another eligible individual at no additional cost—an arrangement that fully satisfies Government requirements.

Request for Information: Questions and Answers
Solicitation Number: FA523426Q0020
Title: Gym Membership Services BPA – Australia
Date: 25 September 2026
1. Question: PWS 2.1 defines the Contractor as a "commercial entity or gym franchise," and
PWS 3.2.1 refers to the Contractor retaining title to "its facilities." Is a U.S. small business eligible to hold a BPA as prime contractor, providing memberships at Australian gym facilities operated by a subcontracted gym partner under FAR 52.244-6? In that arrangement, the prime would manage Call Orders, onboarding, transfers, rosters, and invoicing, and the partner would own and operate the facilities.
Answer: Yes. A U.S. small business is eligible to hold the BPA as the prime contractor. The prime contractor may subcontract with Australian gym facilities. However, the prime contractor shall remain fully responsible for all performance and administrative requirements of the BPA and any resulting Call Orders, including adherence to the Performance Work Statement (PWS).
2. Question: On Attachment 02, items 3.1 (Initiation Fee) and 3.2 (Key Fob / Access Card) show
"N/A" in all term columns. Where should offerors enter these fee amounts? If an offeror charges no fees, should it enter $0 in the Notes column?
Answer: The “N/A” entries are placeholders only. Offerors should remove “N/A” and enter the applicable fee in the Price (AUD exclusive of GST) column if they charge an Initiation Fee or
Key Fob/Access Card fee. If the offeror does not charge these fees, they may leave the field blank, enter “$0.00”, or note “No Fee Charged” in the Notes column.
3. Question: Can the Government share estimated membership quantities by location, even as rough ranges, to support accurate pricing?
Answer: The Government is unable to provide specific estimated quantities by location at this time, as this is a new requirement and actual demand will be driven by mission needs. However, there is an immediate need for memberships in the Canberra and Brisbane areas. The inclusion of the other listed locations provides the Government with flexibility to place orders as future needs arise.
4. Question: For Direct Bank Transfer payments in AUD, may an offeror receive payment into a
U.S.-based bank account that accepts AUD wires?
Answer: Yes. Offerors may propose to receive payments via Electronic Funds Transfer (EFT) into a U.S.-based bank account, provided the account can accept AUD wire transfers. The
Government will work with the successful offeror to establish appropriate payment instructions at the Call Order level.
5. Question: Would the Government’s preferred Transferable Membership Slot model allow for a membership to remain assigned to a primary location while still permitting usage at other participating clubs, with the ability to reassign the remaining term to another eligible individual at no additional cost if the original member no longer requires access?
Answer: Yes. This arrangement fully meets the Government’s requirements and aligns with the preferred Transferable Membership Slot model described in PWS Section 1.4.4.
