About this opportunity
The Federal Aviation Administration is preparing to procure initial and recurrent Gulfstream G280 pilot qualification training for FAA inspectors and Aircraft Certification Pilots, with expressions of interest due by September 24, 2026 at 12:00 PM Central Time.
The anticipated contract vehicle is a Firm Fixed Price Indefinite Delivery, Requirements Contract. The FAA prefers to award a single contract to one vendor capable of executing all training requirements. Training must be delivered using only an FAA-approved program authorized under 14 CFR Parts 121, 135, 141, or 142. Initial pilot qualification training culminates in an Airline Transport Pilot practical test to an unrestricted type rating; recurrent training requires completion of a pilot-in-command proficiency check per 14 CFR Part 61.58(d)(1).
The contractor must provide a Full Flight Simulator, aircraft Pilot's Operating Handbook, syllabus, and training schedule. Ground instruction is limited to eight hours per day per inspector class, flight instruction to four hours per day, and combined training to ten hours per day. Training shall not occur between midnight and 6:00 a.m. All classroom instruction must be presented by qualified instructors. The contractor shall issue Certificates of Training within five working days of completion and submit course materials annually to the FAA for validation.
The estimated size standard is 24 million dollars. Interested vendors should submit expressions of interest including company name, SAM.gov UEI code, relevant experience with aircraft-specific training results, description of capabilities and resources, confirmation of U.S. Citizen personnel availability with required certifications, and quality control and planning approach to Leslie.C-CTR.Bolton@faa.gov. The FAA operates under the Acquisition Management System, not the Federal Acquisition Regulation.
